5
protective equipment for such incidents.

A resident reported a natural gas odor near the intersection of Old Highway 8 SW and
Foss Road around 7:20 pm on Monday, September 23. Firefighters found that there was
an underground leak as their gas monitors detected levels of gas in the storm sewers and
in basements of a couple residences. Xcel Energy eventually determined that there was a
break in the pipe underneath the sidewalk at the intersection. A dig crew worked
throughout the night to remedy the leak.

A resident of the Silver Oaks Court Apartments reported two suspicious persons near a
SUV in the back corner of the parking lot around 10 pm on Monday, September 23.
Investigation by officers found that the 38-year-old male from St. Paul and the 25-year-
old female from Mounds View were in possession of multiple credit cards, identification
cards, vehicle titles, and US Mail belonging to other persons. Both were arrested for
financial card transaction fraud and booked at the Ramsey County Jail.

Officers assisted staff at Health & Rehab of New Brighton around 6 pm on Wednesday,
September 25, in performing CPR on a 58-year-old female who was in full cardiac arrest.
After 45 minutes of lifesaving efforts at the scene, the victim regained a pulse and started
breathing again. She was transported to Abbott Northwestern Hospital.

On September 26, Beisswenger’s Hardware advised a party ordered up over $27,000 in
merchandise claiming to be from a known company and they should bill them for the
purchase. Staff later learned the company did not send anyone over to order and pick up
the merchandise.

A resident of Silver Lake Estates left his unattended vehicle idling outside the apartment
building on Silver Lane shortly before 7 am on Thursday, September 26, and when he
came back outside, observed an unknown suspect driving it out of the parking lot. St.
Paul Police later recovered the stolen vehicle. Two juvenile males who were inside the
car were taken into custody.

In the afternoon of Friday, September 27, New Brighton officers responded to Northeast
Bank after an employee called and stated a male was attempting to cash a bad check.
While enroute to the location, New Brighton officers were made aware the suspect had a
gross misdemeanor warrant for theft and was with another male, but still on scene. The
check that the suspect was attempting to cash had already been cashed a few months back
and it appeared to have been washed. The two suspects were also in possession of suspect
methamphetamine. They were interviewed and booked at the Ramsey County Jail for
check forgery, narcotics possession and an active warrant.

Officers arrested a 24-year-old New Brighton resident at the Fountain Terrace
Apartments for disorderly conduct around 6 pm on Friday, September 27, after he
attempted to force his way into a family member’s apartment and was scaring children
inside the unit. The suspect was also yelling profanities in front of several children
gathered outside. He was booked at the Ramsey County Jail.

A female exiting her vehicle in the parking lot of Garden View Apartments around 9 pm
on Monday, September 30, had her purse grabbed by an unknown male who fled on foot.
