A Police Use of Force Report is completed by officers each time force or restraint is used in the performance of their duties. This does not include the use of handcuffs during an arrest or detention situation. Each Police Use of Force Report is reviewed by patrol supervisors to ensure compliance with New Brighton's Use of Force Policy. TRAFFIC SAFETY The following information contains summaries of significant traffic safety and traffic enforcement incidents during the month. On December 4th at about 1:48 a.m. Officer Farmer was on patrol on Silver Lake Rd when he noted a 2007 GMC Yukon swerving within its lane of traffic and traveling 10 to 12 mph in excess of the speed limit. Officer Farmer activated his emergency lights for a traffic stop in the area of Silver Lake Rd near County Rd H and the vehicle slowed but did not pull over/stop. Officer Farmer eventually stopped the vehicle on Silver Lake Rd north of County Rd H2. The driver was identified as Demetrius Larkins, 47 years of age from Minneapolis. Mr. Larkins stated that he was going home to Minneapolis, although he was going in the opposite direction. Mr. Larkins smelled strongly of alcoholic beverages and stated that he had consumed one beer. Mr. Larkins performed field sobriety tests and tested at a.89 on a preliminary breath test. During a search, a small baggie of suspected cocaine was found in Mr. Larkins possession. A large sum of cash was also found in his possession. Mr. Larkins was booked on Possession of a Controlled Substance with other potential charges to include DUI in the 4th degree. CN 14015087. On December 11th at about 7:06 pm Officers responded on a report of a vehicle swerving through lanes and almost hitting the complainant and other vehicles. The complainant/witness reported that the vehicle drove to the Taco John's parking lot at 2040 Silver Lake Rd. Officer Riedel located that vehicle, a Silver Honda, that was driven by a female identified as Terri Lynn, 43 years of age. Ms. Lynn failed field sobriety tests and was placed under arrests. Ms. Lynn later agreed to a breath test which resulted in a .23 reported value, nearly three times the legal limit. Ms. Lynn was booked on the enhanced charges of DUI in the 2nd degree, a gross misdemeanor. CN 14015459. On December 13th at about 11:31 pm Officer Craig responded to the 300 block of Old
