A <br />Police Use of Force Report is completed by officers each time force or restraint is used in <br />the performance of their duties. This does not include the use of handcuffs during an <br />arrest or detention situation. TRAFFIC SAFETY <br />The following information contains summaries of significant traffic safety and traffic <br />enforcement incidents during the month. <br />On December 4th at about 1:48 a.m. Officer Farmer was on patrol on Silver Lake Rd <br />when he noted a 2007 GMC Yukon swerving within its lane of traffic and traveling 10 to <br />12 mph in excess of the speed limit. Officer Farmer activated his emergency lights for a <br />traffic stop in the area of Silver Lake Rd near County Rd H and the vehicle slowed but <br />did not pull over/stop. Officer Farmer eventually stopped the vehicle on Silver Lake Rd <br />north of County Rd H2. The driver was identified as Demetrius Larkins, 47 years of age <br />from Minneapolis. Mr. Larkins stated that he was going home to Minneapolis, although <br />he was going in the opposite direction. Mr. Larkins smelled strongly of alcoholic <br />beverages and stated that he had consumed one beer. Mr. Larkins performed field <br />sobriety tests and tested at a.89 on a preliminary breath test. During a search, a small <br />baggie of suspected cocaine was found in Mr. Larkins possession. A large sum of cash <br />was also found in his possession. Mr. Larkins was booked on Possession of a Controlled <br />Substance with other potential charges to include DUI in the 4th degree. CN 14015087. <br />On December 11th at about 7:06 pm Officers responded on a report of a vehicle swerving <br />through lanes and almost hitting the complainant and other vehicles. The <br />complainant/witness reported that the vehicle drove to the Taco John's parking lot at <br />2040 Silver Lake Rd. Officer Riedel located that vehicle, a Silver Honda, that was driven <br />by a female identified as Terri Lynn, 43 years of age. Ms. Lynn failed field sobriety <br />tests and was placed under arrests. Ms. Lynn later agreed to a breath test which resulted <br />in a .23 reported value, nearly three times the legal limit. Ms. Lynn was booked on the <br />enhanced charges of DUI in the 2nd degree, a gross misdemeanor.
