Herrera, 24 years of age from Burnsville. Mr. Herrera had very slurred speech and <br />appeared to be confused and intoxicated. He stated that he had consumed two beers. <br />He failed field sobriety tests and was placed under arrest. Mr. Herrera later provided a <br />urine sample. Due to his extreme intoxication, Mr. Herrera was transported to Regions <br />Hospital. CN 15001375. <br />On January 30th at about 8:32 pm Officer Farmer was in the area of Eastman Drive and <br />Robin Lane when he observed a 1995 Chevy Pick Up truck backing out of a driveway. <br />The vehicle stopped in the roadway for several seconds before traveling forward. Officer <br />Farmer followed the vehicle and noticed equipment violations and made a traffic stop on <br />Silver Lake Rd at Cty Rd H2. The driver was identified as Deraye Miller, 38 years of <br />age from Brooklyn Park. Mr. Miller appeared confused and fumbled through papers in <br />the vehicle. In speaking with Mr. Miller, he appeared to be unable to focus his eyes and <br />still appeared confused. Officer Farmer asked Mr. Miller to perform field sobriety tests <br />which he subsequently failed. A preliminary breath test indicated no alcohol was present. <br />Officer Wakasugi spoke to a passenger who admitted that she and Mr. Miller had just <br />smoked methamphetamine. Mr. Miller was arrested. A search of the vehicle revealed a <br />small plastic baggie containing a trace amount of a white, crystalline powder. It appeared <br />to be methamphetamine. Mr. Miller then refused to submit to urine or blood test. Due <br />to the refusal, he was booked on the enhanced charges of DUI in the 3rd degree, a gross <br />misdemeanor. CN 15001415. <br />On January 30th at about 10:52 pm Officer Riedel and Officer Krebsbach were dispatched <br />to 1002 W Cty Rd D on a welfare check of a female slumped over in a tan Ford Fusion. <br />Officers arrived and found the 2006 Ford Fusion in the parking lot. The driver, later <br />identified as Makaila Orr, 25 years of age from Columbia Heights, exited the vehicle as <br />directed and as she did so a hypodermic needle fell to the ground. Ms. Orr stated, "Oh <br />crap". Ms. Orr appeared to be under the influence and failed field sobriety tests. She <br />also had "tracks" on her arms indicating possible drug use. Ms. Orr agreed to a blood <br />test. She was booked on DUI in the 4th degree, a misdemeanor. CN 15001426. <br />On January 31St at about 3:14 am Officer Wakasugi observed a 2005 Ford Truck <br />northbound in the 1600 block of Silver Lake Rd that failed to signal a lane change and <br />crossed over the center line. Officer Wakasugi observed other erratic driving behavior <br />and stopped the vehicle as it entered the Taco John's parking lot. The driver was <br />identified as Zakee Saeed -El, 44 years of age from Minneapolis. His movements were <br />slow and exaggerated as he reached for his wallet. His eyes were also bloodshot and <br />watery and his speech was slightly slurred. He failed field sobriety tests and was placed <br />under arrest. A breath test later revealed a .11 result. Due to a previous DUI conviction <br />in September 2014, Mr. Saeed -El was booked on the enhanced charges of DUI in the 3rd <br />degree, a gross misdemeanor. CN 15001439. <br />IV.
