15000095. <br />On January 4th at about 2:08 am Officer Farmer was on patrol westbound on Rice Creek <br />Rd at about Stinson Blvd. He noted that the registered owner of a 2006 Toyota Solera <br />that was also westbound had a suspended driver's license. Officer Farmer stopped the <br />vehicle in the area of Rice Creek Rd/Benjamin Ave NE in Fridley and identified the <br />driver as Michael Adewale Ogundiran, 26 years of age from Fridley. Mr. Ogundiran <br />was also the registered owner and was suspended. Mr. Ogundiran also smelled strongly <br />of alcoholic beverages and stated that he had consumed four drinks. Mr. Ogundiran <br />performed field sobriety tests and also failed a preliminary breath test. He was taken into <br />custody. Mr. Ogundiran later agreed to a breath test which resulted in a .09 alcohol <br />content. Mr. Ogundiran was booked at the Ramsey County Law Enforcement Center for <br />DUI in the 3rd degree, a gross misdemeanor. CN 15000173. <br />On January 4th at 7:48 pm Officer Farmer was southbound on Silver Lake Rd when he <br />noted a vehicle driving at a high rate of speed in the parking lot near the Liquor Barrel. <br />Officer Farm began to follow the vehicle, a Ford Focus, as it turned westbound on <br />Mississippi St. Officer Farmer observed a traffic violation including what appeared to <br />be a cell phone being held in front of the driver. Officer Farmer also observed the Ford <br />Focus driver over the fog line of the roadway. Officer Farmer initiated a traffic stop in <br />the area of Mississippi Street near Stinson Blvd. The driver, identified as Echo Marie <br />Rivera, 49 years of age from Fridley, smelled strongly of alcoholic beverages. Ms. <br />Rivera stated that she had been working and then stopped at Adagio's and had two mixed <br />drinks. Ms. Rivera failed field sobriety tests and a preliminary breath test and was <br />placed under arrest. Ms. Rivera later refused to take a formal breath test. Ms. Rivera <br />due to her driving history and violation of a B card restriction (any use of alcohol <br />invalidates license) was booked on the enhanced charges of DUI in the 3rd degree, a gross <br />misdemeanor, and was served with a notice of intent to seize her vehicle. CN 15000196. <br />On January 5th at about 2:22 am Officer Riedel and Officer Farmer were dispatched to the <br />area of 804 W Cty Rd D on a report of a black Yukon "spinning doughnuts" and striking <br />a parked vehicle. Officer Riedel arrived and observed a 2003 GMC Yukon spinning in a <br />circle in the parking lot. Officer Riedel activated the emergency lights on her squad and <br />the Yukon then backed into a parking space. The driver was identified as Kevin Boddy, <br />32 years of age from Fridley. Mr. Boddy admitted to the driving behavior and to <br />consuming alcoholic beverages (two beers). Mr. Boddy performed field sobriety tests <br />and failed a preliminary breath test. He was placed under arrest. Mr. Boddy refused a <br />formal breath test. Due to the refusal and a prior DUI conviction, Mr. Boddy was booked <br />on the enhanced charges of DUI in the 2nd degree and he was served with notice and <br />intent to forfeit his vehicle. CN 15000215. <br />On January 9th at about 12:21 am Officer Farmer was southbound on Silver Lake Rd <br />turning to westbound 14th St NW when he observed an eastbound vehicle, a 2013 Ford <br />Focus, with an obstructed front license plate. Officer Farmer followed the vehicle and <br />noted that it had an obstructed rear license plate and also observed erratic driving <br />behavior. Officer Farmer conducted a traffic stop in the area of 1694 and Central Ave <br />and identified the driver as Ryan Towers, 35 years of age from Blaine. Mr. Towers <br />appeared to be under the influence of a substance have a "far off' look and difficulty <br />focusing his eyes.
