Mr. Tower was <br />placed under arrest for driving under the influence of a controlled substance. A MN <br />State Trooper conducted a drug evaluation on Mr. Tower and a urine sample was <br />obtained for testing. Due to a previous conviction for Criminal Vehicular Homicide, Mr. <br />Tower was arrested and booked on a felony, DUI in the First Degree. CN 15000403. <br />On January 9th at about 4:19 am Officer Wakasugi was northbound on 13 5 @ when he <br />observed a vehicle, a 2003 Chevy Trailblazer, that was in the left median up against the <br />barrier cables. The vehicle was running and occupied by a driver identified as Megan <br />Schuety, 24 years of age New Brighton. Officer Wakasugi immediately noted an odor of <br />alcoholic beverages. She stated that she had consumed four glasses of wine. Ms. <br />Schuety failed field sobriety tests and was placed under arrest. Ms. Schuety agreed to a <br />breath test which resulted in a.15 result. Due to a previous DUI conviction (2012), Ms. <br />Schuety was booked on the enhanced charges of DUI in the 3rd degree, a gross <br />misdemeanor. CN 15000410. <br />On January 12th at 9:21 pm Officer Farmer was southbound on Silver Lake Rd in the area <br />of 14th St NW when he observed a 2002 Mercury make an erratic, wide turn onto <br />southbound Silver Lake Rd. Officer Farmer observed the Mercury swerving as it <br />continued southbound until it pulled into a parking space at the McDonald's Restaurant. <br />The driver was identified as Jerry Lee Rodgers, 51 years of age from Minneapolis. Mr. <br />Rodgers had a strong odor of alcoholic beverages and a Natural Ice beer can was in the <br />front seat cup holder. Mr. Rodger's driver's license was found to be "revoked". A <br />passenger in the vehicle, identified as Gary Loyd, 50 years of age from Minneapolis, was <br />cited for having an open container of alcohol. Mr. Rodgers failed field sobriety tests and <br />was placed under arrest. He admitted that he smokes "weed" regularly and "did a line of <br />cocaine" two days ago. Mr. Rodgers declined to submit a urine sample for testing. Due <br />to the refusal to test and his driving history, Mr. Rodgers was booked on DUI in the 2nd <br />degree, a gross misdemeanor. CN 15000581. <br />On January 13th at about 10 pm Officer Farmer was on patrol southbound on Old Hwy 8 <br />SW when he observed a southbound 1996 Pontiac Transport with registration showing it <br />had expired plates. Officer Farmer stopped the vehicle on Old Hwy 8 SW at about Foss <br />Rd and identified the driver as Bryan Seay, 47 years of age from New Brighton. Officer <br />Farmer immediately detected a strong odor of alcoholic beverages. Also inside the <br />vehicle were three children later identified as a 7 year old female, an 8 year old male, and <br />a 10 year old female. Mr. Seay admitted to consuming "a couple shots of vodka" <br />earlier. Mr. Seay failed field sobriety tests including a .223 result on a preliminary <br />breath test. Mr. Seay was placed under arrest. A breath test resulted in a.21 reported <br />value. Mr. Seay's driving history, revoked driving status, high test and presence of <br />children in the vehicle resulted in booking on the enhanced charges of DUI in the 2nd <br />degree, a gross misdemeanor. CN 15000623. <br />On January 16th at about 11:45 pm Officer Wakasugi responded to the area of 799 1St Ave <br />NW on a report of a possible intoxicated driver. The caller stated that a vehicle was stuck <br />in the snow and may have struck a light pole. Officer Wakasugi and Officer Farmer <br />arrived and found a 1999 Pontiac Bonneville off of the roadway and had struck a parked <br />vehicle.
