parked near Adagio's Restaurant. Officer Farmer patrolled the area and on two more <br />occasions observed the same vehicle occupied near the restaurant. Officer Farmer then <br />observed the vehicle leave southbound on Silver Lake Rd traveling at about 5 to 10 mph. <br />As the vehicle made the right hand turn it swung wide into the left lane of travel and <br />began driving erratically. Officer Farmer stopped the vehicle as it turned from <br />southbound Silver Lake Rd to westbound 1694. Officer Farmer spoke to the driver who <br />was identified as John Evans Violette, 51 years of age from Golden Valley. Mr. Violette <br />smelled strongly of alcoholic beverages. He admitted to drinking three beers and also <br />admitted that he did not have proof of insurance or a license. His driving status was <br />"Canceled Inimical to Public Safety". Mr. Violette refused to perform field sobriety <br />tests and/or a preliminary breath test. Due to the refusal, his canceled driving status, and <br />driving history, he was booked on the enhanced charges of DUI in the 2nd degree, a gross <br />misdemeanor and he was served with a notice of forfeiture for the vehicle. CN 15003108. <br />During the early morning hours of Sunday March 8th the Police Division was dispatched <br />to I694 and Matterhorn to assist the State Patrol with a vehicle crash. Units arrived and <br />determined a vehicle had been traveling the wrong way on the highway and struck two <br />other vehicles resulting in fatal injuries to the driver and serious injuries to the occupants <br />of the two other vehicles. On Tuesday March 10th the Fire Division was requested to <br />assist the State Patrol in removing the vehicle recording devices from the involved <br />vehicles. <br />Wreckage from fatal crash <br />On March 7th at about 12:38 am Officer B.J. DeBoer was eastbound on 10' St NW at 8m <br />Ave NW stopped at a red light. Officer DeBoer observed a 2001 Ford Taurus turn from <br />northbound 8' Ave NW to eastbound 10th St NW straddling the center line and not using <br />a turn signal. Officer DeBoer observed other erratic driving behavior as the vehicle <br />continued northbound on Long Lake Rd. Officer DeBoer stopped the vehicle on Long <br />Lake Rd at about 13'h St NW and identified the driver as Valerie Jean Kolb, 55 years of <br />age from Coon Rapids. Ms. Kolb had a very strong odor of alcoholic beverages as she <br />talked with Officer DeBoer. Her responses to questions were slow and delayed. She <br />stated that she had consumed "a couple" of drinks. Ms. Kolb failed field sobriety tests <br />and refused to take a preliminary breath test. She was placed under arrest. She later <br />refused to provide a proper breath sample as requested for the formal testing process. <br />Due to that refusal and one prior DUI conviction, she was booked on the enhanced <br />charges of DUI in the 2nd degree, a gross misdemeanor.
