TRAFFIC SAFETY <br />The following information contains summaries of significant traffic safety and traffic <br />enforcement incidents during the month. <br />On March 1St at about 1:50 am Officer Wakasugi was on patrol in the area of W Cty Rd E <br />and Silver Lake Rd when he observed a suspicious vehicle, a 2002 Chevy Blazer, that <br />slowed down considerably when the squad was visible. Officer Wakasugi did not <br />observe any further violations and did not follow the vehicle any further. A few minutes <br />later Officer Wakasugi again observed the vehicle on Forestdale Rd. The registered <br />owner was from St. Paul. Officer Wakasugi believed this activity to be suspicious and <br />eventually attempted to initiate a traffic stop on eastbound 7th St NW. The Chevy Blazer <br />accelerated rapidly and Officer Wakasugi activated the siren on his squad. The Blazer <br />continued to flee and at times drove into oncoming lanes of traffic. The pursuit entered <br />the City of Arden Hills on Lake Valentine Rd and at Old Hwy 10 the vehicle proceeded <br />through the stop sign and down a slope onto Lake Valentine. The vehicle eventually <br />became stuck on the lake and Officer Wakasugi and Sgt. Singer were eventually able to <br />remove and arrest the driver identified as Bradley Olsen, 24 years of age from Dresser, <br />Wisconsin. A passenger was identified as Michael Westphal, 30 years of age from <br />Woodbury. Mr. Olsen had a small razor blade in his right front pocket and a long <br />machete like blade/knife (about 12 inches long) was also found along his left pant leg. <br />Mr. Olsen then stated that he had consumed methamphetamine during the arrest. Allina <br />responded and eventually transported Mr. Olsen to Regions Hospital. The vehicle was <br />found to be stolen in the City of Blaine. Mr. Olsen, when released from the hospital, was <br />arrested for Fleeing Police and Possession of a Stolen Auto. Mr. Westphal, the <br />passenger, was cited for Possession of Drug Paraphernalia and released. CN 15002899. <br />Cd <br />
