Saint Paul Police hosted the Hi -Viz DWI Saturation on Saturday, August 15, 2015 from 8 <br />P.M. to 4 A.M. Twelve overtime funded officers and four volunteer reserve officers <br />focused their efforts in Saint Paul that yielded the following: <br />• 162 traffic stops <br />• 14 people arrested & brought to jail <br />• 9 DWI arrests <br />• 6 drivers cited for DAR or DAS <br />• 7 vehicles towed <br />• 44 citations issued <br />On August 20th at about 11:24 pm Officer Amberg was on patrol westbound on 7th St <br />NW when he observed a 2001 Ford Ranger traveling at 40 mph in a 30 mxh zone at about <br />8th St NW. Officer Amberg conducted a traffic stop on 8th Ave NW at 8 St NW and <br />identified the driver as Alexander Skaar, 27 years of age from Arden Hills. Mr. Skaar's <br />eyes were bloodshot and watery and he appeared to be under the influence of alcoholic <br />beverages. Mr. Skaar stated that he had been with friends in northeast Minneapolis and <br />had consumed two beers. Mr. Skaar failed field sobriety tests including a preliminary <br />breath test result of .196. He was placed under arrest and he later agreed to a formal <br />breath test. That result was .18 reported value. Due to the high test, Mr. Skaar was <br />booked on DUI in the 3rd degree, a gross misdemeanor. CN 15011672. <br />On August 21st at about 11:36 pm Officer Farmer initiated a traffic stop for a vehicle that <br />made a wide turn and drove over the fog line. Officer Farmer made the traffic stop in the <br />area of Silver Lake Rd at 15th St NW on a 2001 Oldsmobile Aurora. The driver, who <br />was identified as James Allen Houle, 34 years of age from New Brighton, spoke <br />abnormally fast and appeared to be under the influence. His driver's license was also <br />revoked due to previous DUI arrests. Mr. Houle tested .000 for alcohol content but <br />failed field sobriety tests. Mr. Houle later admitted to taking "one hit"of <br />methamphetamine 20 minutes prior to driving. Mr. Houle submitted to a blood test taken <br />by Officer Farmer, a law enforcement phlebotomist, and was booked on the enhanced <br />charges of DUI in the 3rd degree, a gross misdemeanor. CN 15011722. <br />On August 22nd at about 2:10 am Officer Wakasugi was dispatched to the Dairy Queen at <br />2200 Silver Lake Rd on a report that a vehicle had struck the Dairy Queen building. <br />Upon arrival Officers found that a 2006 Mercury Mountaineer driven by a male identified <br />as Bachint Bains, 46 years of age from New Brighton. The vehicle had heavy front end <br />damage and a trail of fluids and was in the parking lot. The front entrance to the Dairy <br />Queen had shattered glass and appeared to have been struck by the vehicle. Several <br />witnesses were nearby and they pointed to Mr. Bains as the driver. Mr. Bains stated that <br />he didn't recall hitting the front doors of the Dairy Queen. He also appeared to be <br />intoxicated with a strong odor of alcoholic beverages and admitted to drinking "a lot". <br />He later failed field sobriety tests and submitted to a breath test with a result of .17 <br />alcohol content. Due to the high test, Mr. Bains was booked on the enhanced charges of <br />DUI in the 3rd degree, a gross misdemeanor. CN 15011728. <br />7 <br />
