vehicle, a 1997 Dodge Caravan, for a lane violation. The traffic stop was conducted in <br />the area of Silver Lake Rd and Mississippi Street. During the traffic stop and <br />investigation, Officer Farmer found that the driver, identified as John Forness, 56 years of <br />age from Blaine, was in possession of suspected marijuana, a small amount of suspected <br />methamphetamine and drug paraphernalia including a glass "bong" and scale. Mr. <br />Forness was interviewed and arrested for Possession of a Controlled Substance, a felony. <br />CN 15014730. <br />On October 291h at 1:15 a.m. Officer Farmer was on patrol and stopped a vehicle, a 2001 <br />Ram Truck, for speeding in the area of Silver Lake Rd at 16th St NW (62 mph in a 40 <br />mph zone). The driver, identified as Richard Mills, 42 years of age, had red, watery eyes <br />and smelled strongly of alcoholic beverages in addition to having slurred speech. Mr. <br />Mills stated that he had consumed one glass of wine during the evening. Mr. Mills failed <br />field sobriety tests and then refused to take a breath test. Due to his previous history and <br />refusal to take a test, Mr. Mills was booked on the enhanced charges of DUI in the 2nd <br />degree, a gross misdemeanor. CN 15014887. <br />IV.
