Sheila Christine Lohonen, 42 years of age from New Brighton, was formally charged <br />with Violation of the Controlled Substance Law in the Fifth Degree/Possession of <br />Methadone Hydrochloride. The maximum penalty for this offense is 5 years in prison <br />and/or a $10,000 fine. Ms. Lohonen was arrested by Officer Farmer on May 22nd. The <br />investigation was completed by Det. DeBoer. CN 15007054. <br />Randy Lee Smith, 40 years of age from New Brighton, was formally charged with Felony <br />Domestic Assault which is punishable by a maximum penalty of 5 years in prison and/or <br />a $10,000 fine and Threats of Violence, also a felony, punishable by a maximum of 5 <br />years in prison and/or a $10,000 fine. Mr. Smith was arrested on October 10th after <br />allegedly threatening a female victim with a knife as well as grabbing the victim by the <br />hair, punched her in the left cheek, and choked her with a headlock. Smith was held <br />without bail until his first court appearance. CN 15014069. <br />Thomas James Vigness, 28 years of age from St. Anthony, was formally charged with <br />Theft of property of a value of more than $1,000, a felony. The maximum penalty for <br />this offense is 5 years in prison and/or a $10,000 fine. Det. Matthew DeBoer completed <br />the investigation. Bail was set at $10,000. Mr. Vigness is accused of stealing a trailer <br />from New Brighton and was also found in possession of a stolen trailer from Forest Lake. <br />Nice work Matthew!! CN 15015087. <br />Det. Lochen presented at a conference of County Attorney's along with the Ramsey <br />County Attorney's Office on the criminal investigation of the Todd Steven's homicide. <br />V.
