his residence. The suspect threated the homeowner when the latter attempted a "citizen's <br />arrest" and a physical altercation occurred before the suspect fled in his vehicle. The <br />homeowner suffered a small cut on his hand. The initial responding officer is following- <br />up on the incident to identify the suspect. <br />Officers, performing a welfare check of a 43 -year-old female who had not been heard <br />from in a couple days, found her deceased in her County Road D apartment around 10:45 <br />am on Thursday, October 24. A Detective and the Ramsey County Medical Examiner <br />responded to investigate though no signs of trauma or evidence of foul play were <br />observed. The case is pending an autopsy of the victim. <br />Shortly before midnight on Thursday, October 24, New Brighton officers assisted with a <br />high-risk traffic stop of a stolen vehicle in the parking lot of the Speedway gas station on <br />County Road I in Mounds View. Two suspects were arrested without incident and <br />booked at the Ramsey County Jail by Mounds View Police. <br />Officers, investigating a citizen report of large, black package on the ground in the woods <br />of Hansen Park around 10:30 am on Saturday, October 26, found a 30 -year-old homeless <br />male asleep. He was identified and advised to find a different location to seek rest. <br />Shortly before 3 pm on Saturday, October 26, Officer Semanko observed a suspicious <br />vehicle parked at the main entrance of a business on Cleveland Avenue on the Arden <br />Hills side of the border. The car was unoccupied and confirmed to be an active stolen <br />vehicle out of Isanti County. A Ramsey County Sheriff's Deputy responded to recover <br />and impound the vehicle. <br />Officer Kostohryz witnessed a male attempting to open the door of a closed business <br />around 2:30 am on Sunday, October 27. The male was found to be intoxicated and had <br />urinated on himself. The 48 -year-old New Brighton resident was given a ride home and <br />placed in the care of a sober adult. <br />Firefighters assisted two persons who were trapped inside a stalled elevator at <br />Meadowood Shores around 11 am on Sunday, October 27. The elevator had stopped due <br />to a power outage. <br />Officer Pyka stopped a vehicle for no headlights or taillights around 6:30 pm on Sunday, <br />October 27. The driver admitted to the vehicle not being insured and was arrested for the <br />gross misdemeanor offense as it was his third such violation in 10 years. A search of the <br />vehicle found 43.56 grams of suspected methamphetamine and $2,837 in cash. The 50 - <br />year -old male from New Brighton and a 35 -year-old female passenger from Brooklyn <br />Center were booked at the Ramsey County Jail for possession of a controlled substance. <br />PSO Lee located an occupied stolen vehicle shortly before midnight on Monday, October <br />28. New Brighton and Mounds View officers conducted a high-risk traffic stop and <br />arrested the three occupants. The driver was booked at jail for possession of controlled <br />substance and the stolen vehicle offense. <br />New Brighton officers stood by at Garden View Apartments while Deputies executed a <br />search warrant of a unit on Wednesday, October 30, around noon stemming from a <br />5 <br />
