robbery in Shoreview. <br />Around 1:30 pm on Wednesday, October 30, a witness reported a female breaking the <br />windows of a vehicle using a baseball bat in the parking lot of an apartment building. <br />Officers determined that it was a domestic dispute and the victim vehicle owner did not <br />want to pursue vandalism charges against his girlfriend. The two agreed to separate for <br />the day. <br />A reserve officer on residential patrol witnessed several juveniles entering parked cars <br />shortly after 2 am in the 500 block of 13th Avenue NW on Thursday, October 31. <br />Officers detained the suspects who admitted to entering unlocked cars and removing <br />items. The 18 -year-old driver of the suspect vehicle was cited for tampering with a motor <br />vehicle, instructional permit violation, no proof of insurance, and possession of drug <br />paraphernalia. Three juveniles were petitioned for theft and vehicle tampering. <br />II. USE OF FORCE BY POLICE OFFICERS <br />It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our general orders. <br />This section contains summary data of the use of force used by our police officers. A <br />Police Use of Force Report is completed by officers each time force or restraint is used in <br />the performance of their duties. This does not include the use of handcuffs during an <br />arrest or detention situation.
