first detail of the 2019-2020 fiscal year. Five (5) over -time funded officers and one (1) <br />volunteer Reserve Officer produced the following: <br />• 53 traffic stops <br />• 6 people taken to jail <br />• 6 DWI arrests <br />• 5 drivers cited for DAR/DAS/DAC <br />• 6 vehicles towed <br />Despite the small size of the crew working this detail we still had a busy evening with <br />good numbers (and no rain). In fact, every officer had at least one DWI arrest for the <br />evening. <br />The Mounds View Police Department hosted the Halloween TZD Hi -Viz DWI Saturation <br />on Thursday, October 31, 2019 from 7 p.m. to 3 a.m. This was the first mandatory detail <br />date of the year (There are 3 detail dates that are mandatory for the 13 counties with the <br />most traffic fatalities: October 31 st, March 14th or 17th, and July 3rd). Five (7) over -time <br />funded officers and one (7) volunteer Reserve Officers produced the following: <br />• 73 traffic stops <br />• 10 people taken to jail <br />• 6 DWI arrests <br />• 3 drivers cited for DAR/DAS/DAC <br />• 7 vehicles towed <br />Officer Kostohryz observed a vehicle with an inoperable headlight and expired <br />registration on Silver Lane shortly before midnight on Thursday, October 3. The driver <br />pulled into the parking lot of the Silver Lake Estates Apartments. When stopped, the <br />driver claimed to not have been driving since he was now at home and refused to identify <br />himself. The 25 -year-old New Brighton was eventually identified and arrested for <br />driving after revocation, obstructing legal process, and no proof of insurance, along with <br />the initial headlight and registration violations. He was booked at the Ramsey County <br />Jail. <br />Officer Sonterre stopped a driver for swerving and failing to maintain its lane around <br />1:30 am on Sunday, October 6. The driver showed signs of impairment and consented to <br />field sobriety tests which he failed. He was arrested for DWI and provided an evidentiary <br />breath sample measuring .15. The 61 -year-old Saint Anthony resident was booked at the <br />Ramsey County Jail for 4th Degree DWI. <br />A male called 911 around 2:40 am on Monday, October 7, stating that he needed an <br />ambulance and was driving in a vehicle on Silver Lake Road @ County Road E. Mounds <br />View Police eventually made contact with the driver near Mounds View Boulevard and <br />arrested the 33 -year-old Minneapolis resident as he was admittedly under the influence of <br />alcohol, methamphetamine, & sleeping pills and displayed signs of impairment. He was <br />charged with 2nd Degree DWI test refusal by Mounds View Police. <br />Officer Wodnick stopped a driver for lane violations before 1 am on Saturday, October <br />12. The juvenile driver displayed signs of intoxication and failed field sobriety tests. His <br />7 <br />
