September 2, 2015 Parks, Recreation and Environmental Commission Page 2 <br /> <br />community center alone, we would not be big enough to offer these services <br />to our members. We are the only club in that consortium that still manages <br />our reimbursements on our own. We have been in contact over the past year <br />with the Director of NIHCA and we have been discussing the best possible <br />way to handle this. <br /> <br />For monthly members, we would still need to have an electronic funds <br />transfer from the members account, but that is the only thing we would <br />process. <br /> <br />Recreation Supervisor Heidi Sedlacek stated we did do some comparison <br />with private fitness clubs also. Three were surveyed and all three had much <br />higher memberships than New Brighton’s monthly rate. <br /> <br />Five of the five community center-type facilities researched had increased <br />membership fees every other year. <br /> <br />MOTION BY COMMISSIONER JUSTIN, SECONDED BY COMMISSIONER <br />STENGLEIN, TO TAKE THE RECOMMENDATION FROM THE <br />DEPARTMENT AND INCREASE THE MEMBERSHIP RATE BY 8%. <br />MOTION CARRIED. <br /> <br />VI. Announcements <br />A. Council Report – Council Member Jacobsen <br />Council Member Jacobsen stated Council Member Burg was not able to be <br />here tonight so he is filling in for her. <br /> Construction: by City Hall, bridge down on County Road F, Hwy. 96 <br />bridge has major changes. <br /> National Night Out, 125+ neighborhood parties around New Brighton. <br />There were 7,000 to 10,000 New Brighton residents who attended. <br /> Stockyard Days was very successful. <br /> City Council made changes to liquor licenses to put us in line with <br />some of the State law changes and to be compatible with other cities. <br /> There has also been some significant work done with the water issue. <br />The City has worked with the Army for the funds, worked with our <br />consulting firm, Barr Engineering, and recently signed an agreement <br />with them for testing two possibilities of cleaning the dioxane out of the <br />water. In about a year, after the results of the testing, the City will <br />choose whichever system works best for removing the dioxane. <br /> On the short term, the City continues to use the water from the deep <br />aquifer. We have not had to bring water in from anywhere or pump <br />any water because we have had significant rain. We need to stop <br />using the deep aquifer as soon as possible. As soon as we have a <br />solution to removing the dioxane, the City will move out of the deeper <br />aquifer and let it regenerate itself again. <br /> We are in budget and levy talks right now. We need to announce our <br />proposed levy at the September 22nd meeting. That will be certified in <br />September. All you can do is decrease from the amount you propose <br />in September.
