November 4, 2015 Parks, Recreation and Environmental Commission Minutes Page 2

Mr. Axtell stated this is a County ditch and will have to go through State
statutes. There are a lot of issues with putting features like that in a County
ditch. It is duly noted and he will see if there is anything possible.

Mr. Axtell also mentioned that when the bridge comes off and goes back, the
dam will be moved about 5 feet so you will be able to see it. The bridge and
the dam will be offset to make it more visible.

MOTION BY COMMISSIONER MCEATHRON TO ASK COUNCIL TO
CONSIDER OPTION B, WITH THE POSSIBILITY OF 8 MORE PARKING
SPACES ADDED TO THE EAST SIDE PARKING AREA. The Council takes this very
seriously.
 Talked with Ed Menk, a long-time resident who was one of New
Brighton’s first Park Board members in the 1960’s. There was not a
park system at that time. The three Park Board members looked at
8 parcels of land to build parks. Had a referendum for 1.2 million
dollars which passed and the park system was approved. The Park
Board then found out about funding from HUD and was able to
secure double their money and received 2.4 million dollars. They
were able to put shelters up at all the parks.
 Truth and taxation is December 1st.
 Council will vote on the levy on December 8th.
B.
