Ord 881: Manufactured Home Parks <br />Planning Commission Review; 4-20-21 <br /> <br /> <br /> <br /> <br />Page 3 <br /> Lines 135 – 139. Location Restricted. This language was updated to follow statutory mandates as to where <br />manufactured homes can and cannot be located. In short, ANY zoning district that allows for multi-family <br />residential development MUST be eligible for manufactured homes. <br /> Lines 140 – 147. Hearing. This language was edited to state hearings will be held following the procedures in <br />Zoning for reviewing a special use permit. <br /> Lines 148 – 163. Planning Commission. This language was edited to reflect how the Planning Commission <br />historically reviews these applications and issues a recommendation for City Council consideration. Language <br />was also added to ensure applications could go directly to Council should there ever be a situation in which a <br />project could otherwise be automatically approved under the State’s 60-day rule. <br /> Lines 164 – 172. Issuance. This language was edited to reflect how the City Council historically makes <br />decisions on these types of applications. <br /> Lines 173 – 186. Building Permits. Existing language was updated to reflect the Building Departments current <br />approach to issuing permits in our manufactured home parks. The requirement that the City Council approve <br />individual building permits for manufactured homes is definitely recommended for removal. <br /> Lines 189 – 192. Drainage. No change. Reviewing plans for adequate drainage is a critical review component <br />of any new development. <br /> Lines 193 – 206. Minimum Area and Maximum Density. With these changes, we’ve greatly improved upon the <br />parameters determining unit densities within new manufactured home park areas. As every park needs <br />recreation facilities, storm shelters, and possibly on-site management facilities; we indicate those areas are to be <br />removed from the gross square footage of a site prior to calculating the allowed number of units within the park. <br />The requirement of 3,600 square feet per unit will continue to be maintained. <br /> Lines 207 – 209. Minimum Depth [deleted]. Manufactured homes no longer all come in the same shape and <br />size. It is far more important that units be separated by required thresholds, and mandating a specific “depth” is <br />no longer necessary. <br /> Lines 210 – 224. Minimum Setbacks. External setbacks are established to ensure adequate separation from <br />surrounding land uses, and internal setbacks matching MDH separation standards are established to ensure <br />individual units are adequately spaced within the park. The MDH standards are identical to the standards the <br />City has been enforcing within our manufactured home parks for years. All existing setback standards are <br />proposed to be eliminated.
