March 23, 2021 <br />approves the project at the Public Improvement Hearing, staff will prepare plans and <br />specifications based on the input received at the improvement hearing and previously <br />collected information. It was noted an Assessment Hearing for this project would be held in <br />September of 2022. <br />Community Assets and Development Director Schlichting reported staff received a letter from Sherry Cook <br />at 2419 Brighton Lane stating she opposed the assessment project because it did not make sense to assess <br />homeowners in the middle of a pandemic. Ms. Cook recommended the project wait a couple of years <br />because the roads were not that bad. <br />Mayor Niedfeldt-Thomas asked for additional comments, there were none. <br />Motion by Councilmember Dunsworth, seconded by Councilmember Allen to close the <br />Public Hearing. <br />A roll call vote was taken. <br />5 Ayes, 0 Nays - Motion Carried <br />The Public Hearing was closed at 8:46 p.m. <br />Mayor Niedfeldt-Thomas asked if the work planned for Sunbow Road had been discussed with the Parks <br />Department Director of Community Assets and Development Schlichting reported he had spoken with <br />Director Fink regarding the work near Sunny Square Park. He explained the contractor would complete the <br />mainline paving and did not specialize in parking lots. He stated he would be reluctant to force something <br />through quickly based on the contractor needed to complete parking lot work. <br />Councilmember Abdulle questioned what would happen if this project were pushed off to another year. <br />Director of Community Assets and Development Schlichtmg indicated the City likes to complete two miles <br />of streets every year. He reported if this mileage were increased there would be an elevation in the taxes paid <br />by the residents. He stated these were some of the worst streets in the City and it did not pay to delay because <br />costs increase over time. <br />Mayor Niedfeldt-Thomas discussed the renovation work that was being done at hondale High School. She <br />questioned if more work would occur on this lot or the fields. Director of Community Assets and <br />Development Schhchting commented a number of schools have underwent improvements or renovations. <br />He did not anticipate the school would impact the City's project or vice versa. He indicated the majority of the <br />City's project would be completed in the summer months when students were not at school. <br />Motion by Councilmember Abdulle, seconded by Councilmember Axberg to adopt the <br />Resolution ordering Project 21-1, 2021 Street Rehabilitation as proposed in the <br />Feasibility Study, authorize staff to proceed with the preparation of plans and <br />specifications, and designate the Director of Community Assets and Development <br />as the engineer for this improvement project. <br />Mayor Niedfeldt-Thomas thanked Ms. Cook for reaching out to the City. She encouraged any <br />resident with concerns about an upcoming assessment to reach out to the City to see if <br />assistance or additional resources were available. <br />A roll call vote was taken. <br />5 Ayes, 0 Nays -Motion Carried <br />Page 8 of 10 <br />
