March 23, 2021 <br />Council Business <br />1. Consideration of Approval of Plans and Specifications, Amendment 2 to the <br />Professional Services Contract with Kimley Horn, and Authorization to <br />Advertise for Bids for City Project 20-6, Traffic Signal Old Highway 8 and 8th <br />Avenue. <br />City Manager Massopust indicated Director of Community Assets and Development Schlichting would be <br />presenting this item to the Council. <br />Director of Community Assets and Development Schlichting stated the purpose of this item is to <br />advance the project to the next step, which is to publicly advertise for bids. Bids are <br />tentatively scheduled to be opened April/May, with construction to begin as early as May <br />2021. This project consists of the reconstruction of 8th Avenue from Old Highway 8 to 10th <br />Street by the removal of the existing bituminous surfacing, removal and replacement of <br />broken or settled sections of concrete curb and gutter, sanitary sewer construction, <br />storm sewer construction, hydrant replacement, street excavation and grading, <br />aggregate base, bituminous surfacing, and boulevard repair improvements. <br />Director of Community Assets and Development Schlichting explained during the redevelopment of <br />the Midtown Village development a traffic analysis was performed. Based on current and <br />future traffic demands a signal at Old Highway 8 and 8th Avenue NW is required. Ramsey <br />County is responsible for Old Highway 8 and therefor is responsible for two legs of this <br />intersection and half of the costs. The Cooperative Agreement established the County and <br />City share of this project to be split evenly. The reconstruction of this intersection will <br />Old Highway 8 going on a road diet from the intersection down to 5th Street NW. The <br />reconstruction will include LED lighting, and a multi -use bituminous trail on the east side of <br />Old 8. <br />Director of Community Assets and Development Schlichting stated to make this project possible the <br />City/County will be acquiring easements or property from Pulte and 575 Old Highway 8. <br />The land required from Pulte is included as a separate council action for this City Council <br />meeting. The City will do a land swap with 575 Old Highway 8 (Becker Home Remodeling) <br />that is agreeable to both parties. This land swap will allow for expansion of the Becker <br />business on their property, while also providing the City land it will need to build a future <br />8th Avenue road extension. The amendment to the professional services contract includes <br />City and County requests for design services related to work on Old Highway 8 and 8th <br />Avenue NW. Additional inclusions are LED lighting, ADA bus stop improvements, <br />sanitary sewer plans, property acquisition, signal pre -order, and a small amount of specialty <br />construction inspection services. The total estimated project costs for New Brighton was $1.6 <br />million and Ramsey County would have costs of $921,000. Staff reviewed the project timeline, <br />discussed how traffic would be rerouted during this project with the Council and recommended <br />approval of the project plans and specifications, to approve amendment 2 to the Professional <br />Services Agreement with Kimley-Horn and to authorize staff to advertise for bids. <br />Councilmember Axberg asked if a bike lane would be added to Old Highway 8. Director of Community <br />Assets and Development Schlichting reported bikeable shoulders would be installed on Old Highway 8. He <br />noted this was consistent with the Parks Comprehensive Plan. He stated once the bridge was replaced going <br />over the railroad these facilities will extend to the east. <br />Mayor Niedfeldt-Thomas questioned what the Stockyard Days parade would do if this project was in place <br />through October 2021. City Manager Massopust reported staffwas working on an alternative route. He <br />indicated he was working with the chair of the parade committee. <br />Councilmember Abdulle stated he was excited to see this project coming forward. He questioned why the <br />bikeable shoulder was not being striped if there was space available. Director of Community Assets and <br />Development Schlichting discussed the amount of space that was available for bikes. He estimated there was <br />four feet of pavement He noted a 10 foot wide multi -use pathway would be installed on the east side. <br />Councilmember Abdulle suggested staff consider how the bikeable lane will connect to future bike lanes. <br />Page 9 of 10 <br />Council Business <br />1.
