June 8,2021 Page 3 of 5
wants to inform the public about the three mixed use nodes that were guided for new development or
redevelopment. He commented Step 2 would involve visioning for the future of the corridor.
Laura Chamberlain, HKGi, explained she expects the highest level of engagement during Step
2 (Visioning) and Step 3. She reported feedback would be received from stakeholders both
online and through printed material.
Mayor Niedfeldt-Thomas questioned if focus groups would be held to gain feedback from
stakeholders. Ms. Chamberlain stated she would be making a determination through the work
done in Step 1 who the stakeholders are and what level of engagement the stakeholders should
provide. She explained HKGi would be working to prepare the documents used to gain
feedback and staff would be facilitating the focus groups or other types of meetings with
stakeholders. The information gathered from these meetings would be compiled for the
visioning process.
Mayor Niedfeldt-Thomas explained she would like to see in-person engagement conducted
within this study. She stated she would also like the City to see how to translate and figure out
how to get materials to all populations in the community to ensure all voices are heard. She
recommended the City partner with the school district on the public engagement work.
Councilmember Allen commented the City may need to consider how to cross promote this
study in order to receive high quality involvement from the community. In addition, staff
would need to work to translate the information in order to reach all populations in the
community.
Councilmember Abdulle appreciated the fact staff had several months to promote the visioning
and corridor planning that would occur in August and September of this year.
Motion by Councihnember Abdulle, seconded by Councilmember Axberg to approve the Contract
for Services with HKGi for services pertaining to Silver Lake Road planning.
A roll call vote was taken.
4 Ayes,0 Nays-Motion Carried
2. Installation ofPlayground
Equipment for Midtown
City Manager Massopust indicated Parks and Recreation Director Fink would be presenting this item to the Village Park
Council.
Parks and Recreation Director Fink stated as a part of the approved plans, the City of New Brighton
included a playground structure in the Midtown Village redevelopment. The area designated
for the playground is approximately 56' x 54'. Due to the size constraints of the area, this
playground structure will be designed for children ages 5 — 12 years. As a part of the City's
desire to incorporate resident outreach and engagement, the Request for Proposal (RFP) was
drafted using a new approach. The RFP gave a maximum cost for the playground structure of
$80,000 (including design, delivery and installation.) It was sent to known local playground
manufacturing representatives. The City received five proposals and designs. Of those five,
four met specifications, and were moved ahead in the process. Those designs offered up for
resident consideration. (Notification of the survey was done via Facebook and 500 direct mail
postcards to residents within 1/4 mile of the park.) Staff reviewed the results of the survey and
recommended the Council authorize the purchase of equipment and installation of the
playground structure at Midtown Village from MN-WI Playground.
Councilmember Abdulle thanked staff for their efforts to engage the public on this project and for gathering
demographic information.
Councilmember Allen questioned when construction would begin on the playground.Parks and Recreation
Director Fink reported installation would begin the end of July or early August.
