He commented further on the State Statute 429 assessment process the City must <br />follow. City Attorney Sonsalla reported the City had to follow State Statute when it came to deferment terms. <br />Mayor Niedfeldt-Thomas discussed the past assessment rates for City Improvement Projects and asked what <br />type of fluctuations would occur in prices going forward. Consider a Resolution Approving a Special Use Permit Amendment and <br />Variance for Global Academy to Authorize a Gymnasium Addition to the <br />Existing Campus at 3000 5th Street NW. <br />City Manager Massopust indicated Assistant Director ofCommunity Assets and Development Gozola would <br />be presenting this item to the Council. <br />Assistant Director ofCommunity Assets and Development Gozola stated Global Academy is proposing <br />to place a new gymnasium addition on the SW corner of their existing building to serve the <br />existing student body and allow all students to have daily physical education opportunities. The <br />gym space would also include one new office, new bathrooms, and a storage area. Staff <br />commented further on the request and noted the Planning Commission recommends approval <br />based on the findings of fact and recommended conditions. <br />Mayor Niedfeldt-Thomas asked if there were any concerns noted by the Planning Commission <br />the Council should be made aware of Assistant DirecWtifCommunityAssets and Development <br />Gozola stated there were none. He noted the Planning Commission heard the concerns raised by the <br />neighbors, but the Planning Commission believed the proposed location forthe gym was appropriate. <br />Councilmember Allen asked if the walking path from the lower level parking lot would be <br />' impacted. Helen Fiske, Global Academy representative, explained people do walk through the <br />parking lot to 5' Street.
