March 22, 2022 Page 4 of 5
Community Assets and Development Director Schlichting did not anticipate there would be any further
improvements as they have maxed out this property. However, the City does expect improvements to Block
B.

Motion by Councilmember Abdulle, seconded by Councilmember Dunsworth to adopt the
Resolution accepting the Feasibility Study and calling for a Public Improvement Hearing
on proposed Project 22‐1, 2022 Street Rehabilitation Project.

4 Ayes, 0 Nays-Motion Carried

3. Consider Resolution Establishing New Precinct Boundaries and Polling Places.

City Manager Massopust stated City Clerk Spangrud would be presenting this item to the Council.
City Clerk Spangrud reviewed maps with the City’s new redistricting. She reported New
Brighton’s redistricted precincts have contiguous territories that do not cross legislative,
congressional or school district boundaries. Proposed precincts have equal populations to the
extent that is it possible considering current populations, future growth, maintaining
communities of interest and other factors. Proposed precinct boundaries also follow census
block lines to make sure the City receives the most accurate statistics in the future. State law
requires that each precinct have a polling location within one mile of the precinct boundary that
is ADA compliant, free of other activities near the voting room, smoke‐free, liquor‐free, is not
near a liquor service area, meets all other legal criteria for polling places and is large enough
for all election activities. Each facility that has agreed to be an election partner by serving as a
polling place is large enough to hold six 6 to 8‐foot tables, 12 to 15 voting booths, an
accessible voting booth , an accessible ballot marking device, and ballot counting equipment
all spaced six feet apart. Additionally, each polling place meets security criteria, has a place for
election judges to eat meals, a place for voters to wait in line, sufficient parking for anticipated
voters and election judges, sufficient accessible parking, and sufficient space for curbside
voting activities. Staff commented further on the redistricting requirements, noted the location
of the proposed precincts and recommended approval of the Resolution.
Councilmember Axberg thanked City Clerk Spangrud and her entire team for all of their efforts on the
redistricting.
Councilmember Abdulle thanked City Clerk Spangrud for all of her diligent work to find precincts and
polling locations that were within boundaries for voters.
Councilmember Dunsworth thanked City Clerk Spangrud and her staff for all of their efforts.
Mayor Niedfeldt-Thomas thanked City Clerk Spangrud for hearing the concerns of the Council and for
following up to find polling locations that aligned with the Council’s direction.
City Clerk Spangrud encouraged members of the public to consider serving as an election judge and noted
those interested in serving were encouraged to contact City Hall for further information.
Councilmember Axberg reported she has served as an election judge and noted it was a rewarding
experience.

Motion by Councilmember Dunsworth, seconded by Councilmember Abdulle to approve
Resolution Establishing New Precinct Boundaries and Polling Places.

4 Ayes, 0 Nays-Motion Carried

Commission Liaison Reports, Announcements and Updates

Devin Massopust
City Manager Massopust reported on March 28 the community survey would be sent out.
