are happening in the community and input is wanted. The Commission is tasked with discussing
how and what strategies can be used to develop a key stakeholder list that the Commission and
City of New Brighton organization can utilize. The goal of the list is to ensure we have
individuals that can communicate messages, work with City liaisons, provide input when
needed and act as a general conduit. The work of the Equity Commission will continue to rely
on diverse voices providing input and having a list like this can prove useful. Expanding the
shareholder base will also allow various community groups to see themselves as viable conduits
to critical information dissemination within their respective communities. Staff requested
feedback from the Commission on how to identify different avenues to strengthen
neighborhood stakeholders.

Discussion included:
• The Commission suggested the City consider pursuing something similar to the “adopt a
drain” program.
• The Commission suggested the “adopt a drain” program be tiered to allow residents to
participate at different levels.
• The diversity efforts within the schools were discussed.
• The roles and responsibilities of a block captain were described.
• It was recommended the new program have a low barrier to entry in order to encourage
participation and to not make the program too complex for staff.
• Further discussion ensued regarding the importance of knowing your neighbors.
• The Commission supported the City having block captains in areas that currently do not
have block captains, such as apartment complexes.
• The Commission was interested in having a neighborhood walk in order to visit different
areas in the community.

B. Discuss creation of data collection subcommittee

Massopust reported the Equity Commission is tasked with deciding if a subcommittee to delve
more deeply into data collection, tracking, and oversight is a worthwhile endeavor. If so, the
Commission is tasked with identifying three or four individuals from the Commission that can
serve on the group. The group would meet two to four times over the next two months to work
with City staff on what data is most important to be tracked, and how it can be done in an
effective manner for the Equity Commission.

Discussion included:
• The Commission supported the creation of a data collection subcommittee noting this
group would assist with the work of the Equity Commission.
• The goals for the data were discussed.
• The was recommended the data collected by the subcommittee be brought before the
Commission for review and discussion.
• Commissioner Lim stated he would be happy to Co-Chair the data collection
subcommittee. He suggested the subcommittee be two or three members.
• Commissioner Weber stated she would also be willing to serve on the subcommittee.
• Chair Spooner indicated she would be willing to serve on the subcommittee as well.
• Commissioner Steffenhagen explained he may be available if the meetings were flexible.
