Silver Oak Estates No. 2 Planned Residential Development Amendment <br />Planning Commission Report; 3-21-23 <br /> <br /> <br />Page 7 <br />Adjacent parcel <br />dev: <br /> All surrounding land is current developed. The proposed lot line shift will have no <br />impact on adjacent development. <br /> <br />Easements: Kennedy & Graven completed a plat opinion for the proposed PRD Amendment on <br />March 16th, 2023, which is attached to this report. The plat opinion identifies a number <br />of easement related issues that must be addressed and updated prior to the City <br />executing the plat via signatures. <br /> <br />Resident <br />Concerns & <br />Feedback: <br /> As of 3/17/23, no formal comments for or against the proposal have been received <br />by staff. One call was received from a nearby neighbor at 2970 18th St NW, but they <br />offered no comment once they understood the intent and effect of the proposed PRD <br />amendment. <br />INFRASTRUCTURE: <br />In General: The proposed changes to the plat will have no impact on existing or planned <br />infrastructure. The one unbuilt lot at 3054 18th St NW has largely gone unutilized due <br />to private utilities for units in this development errantly (?) being constructed under <br />that authorized building pad. Prior to 3054 being allowed to develop, the HOA would <br />need to relocate one or more of the existing utilities in that area. <br /> <br />Streets and <br />Transportation: <br /> No new streets are proposed, nor are any needed to support the proposed lot line shift. <br /> <br />Water <br />System(s): <br /> No new water lines are needed as a result of the proposed lot line shift. <br /> In order to build on the lot platted for a unit at 3054 18th St NW, the HOA would <br />definitely need to relocate the existing water line constructed adjacent/through this <br />lot. <br /> <br />Sanitary <br />System(s): <br /> No new sewer lines are needed as a result of the proposed lot line shift. <br /> In order to build on the lot platted for a unit at 3054 18th St NW, the HOA may need <br />to relocate the existing sewer line adjacent to this lot. Reconstruction of this sewer <br />line in the future will likely be difficult given its proximity to 3048 18th St NW, which <br />would only become more problematic if 3054 18th were ever built upon. <br /> <br />Storm water / <br />Grading / <br />Erosion: <br /> Stormwater handling will not change as a result of this lot line shift. Of greatest <br />concern is how the easement over Lot 2, Block 1 will be addressed to ensure the land <br />is privately owned yet available for public stormwater and utility needs.
