Silver Oak Estates No. 2 Planned Residential Development Amendment <br />Planning Commission Report; 3-21-23 <br /> <br /> <br />Page 12 <br />Suggested Findings <br />of Fact: <br /> <br />1. The subject property is guided for Low Density Residential use by the 2040 <br />Comprehensive Plan, and R-1 zoning standards are consistent with this land <br />use classification; <br />2. The subject land was approved as a Planned Residential Development as <br />Silver Oak Estates No. 2 in 1973, and has developed in accordance with the <br />original approval since that time; <br />3. Approval of Silver Oak Estates No. 6 will have no impact on the <br />arrangement or number of allowed units on the property as originally <br />authorized by Silver Oak Estates No. 2. <br />4. The new proposed lot line location for the home at 3024 18th Avenue NW <br />will result in existing structures meeting minimum setbacks required by the <br />underlying R-1 zoning designation. <br />5. The new lot area and configuration for 3024 18th Avenue NW, while smaller <br />than typically required by R-1 zoning, may be authorized as part of a <br />Planned Residential Development and is therefore appropriate. <br />6. The proposed amendment to the Planned Residential Development will have <br />no impact on utilities or roadways servicing the development. <br />7. Easement issues identified by legal counsel in the plat opinion can be <br />addressed prior to execution of the new final plat. <br /> <br />Recommended <br />Conditions: <br /> <br /> <br />1. Prior to the City signing the final plat, all issues identified in the plat <br />opinion letter prepared by Kennedy & Graven dated March 16th, 2023, shall <br />be successfully addressed to the satisfaction of the City Attorney. <br />2. The applicant shall have the final plat reviewed by Ramsey County for <br />needed changes prior to production of final mylars for signature. Changes <br />requested by Ramsey County can be administratively approved by staff <br />3.
