Site Plan Review: Totem Pole Park Rehabilitation <br />Planning Commission Report; 4-18-23 <br /> <br /> <br />Page 9 <br />Setbacks: The new parking lot will conform to the 5 foot minimum side yard setback from <br />adjacent residential property. All other structures/improvements will be well <br />beyond setback requirements. <br /> <br />Building <br />Materials: <br /> Building materials for benches, fences, trails, and other improvements will be <br />consistent with similar installations at other City Parks (i.e. Lions Park), and will <br />conform to all engineering standards for public improvements. <br /> <br />Landscaping: Required landscaping is triggered whenever a site is adding new structure in <br />excess of 15% of the gross floor area on a site. There is no such trigger with this <br />plan set. <br /> While the City always strives to avoid impacting existing trees, some trees will be <br />lost to accommodate the new improvements, and others (i.e. Ash trees) must be <br />removed to address disease concerns. The intent is that additional trees will be <br />replanted over time to address required losses. On this front, the City intends to <br />engage the surrounding community in the plantings (thereby creating local <br />investment and ownership in the park and the trees that are located there). If <br />possible, the Parks Department plans to work with a local school and/or local scout <br />troops to do some of the plantings so the children of today can return to the site <br />over the course of their lives and say “I helped plant that tree!” <br /> All future plantings will be coordinated with the City Forester to meet all <br />applicable City requirements. <br /> <br />Building <br />Height: <br /> The proposed shelter will conform to the height maximum in the R-1 district (2.5 <br />stories or 30’ in height, whichever is less). <br /> <br />Lighting: Eight lights will be erected to illuminate the parking lot. All will be down- <br />directional lights, and the submitted photometric plan shows light levels at the <br />property line will meet code requirements (less than 0.4 foot-candles at ground <br />level). <br /> One light pole with three light standards will be erected to illuminate the skating <br />area during the winter months. While light level standards for illumination at all <br />property lines will be met, staff has asked for addition clarification on how the <br />light sources will be shielded from the view of surrounding properties. Final <br />design particulars will need to meet all code requirements. <br /> Any plans to add or change lighting on the site will be required to adhere to <br />minimum code requirements. <br />
