Site Plan Review: Totem Pole Park Rehabilitation <br />Planning Commission Report; 4-18-23 <br /> <br /> <br />Page 10 <br /> Lot Access: The existing parking lot off of Foss Road will be removed in favor of a <br />larger/improved parking lot in the park’s NW corner, and the entrance to this new <br />lot will become the new entry point to Totem Pole Park. <br /> <br />Water & <br />Sanitary Sewer <br />Systems <br /> Engineering staff have been involved throughout the design process and will <br />continue to provide project oversight where needed. At this time, Engineering has <br />not identified any issues with water or sanitary sewer services to (or running <br />through) the area that must be addressed with (or prior to) this project. <br /> <br />Storm water / <br />Grading / <br />Erosion: <br /> The project includes creation of a stormwater detention basin along the northern <br />property line that will also be used as a winter skating rink. In the winter months, <br />the road curb and snowbanks from plowing, along with the City’s 25 m.p.h. speed <br />limit, should all combine to provide protection against errant cars entering the <br />skating area. If the Parks department determines this is an issue in the future, <br />bollards will be considered to provide additional protection provided mowing and <br />plowing concerns could be addressed. In a worst case scenario if safety of the area <br />becomes a concern, wintertime skating in the detention basin area may need to be <br />discontinued. <br /> Addressing stormwater requirements linked to this redevelopment along with the <br />amount of soil that must be moved to create a full-sized ballfield are the primary <br />drivers of cost for this project. Value engineering solutions to reduce the overall <br />budget are still being explored, and provided amenities are not significantly <br />relocated, may be approved administratively by the City Engineer. <br /> <br />Signage In the near future, a unified plan for park entry monuments and wayfinding signage <br />is anticipated to be approved, at which point signage in Totem Pole Park will be <br />updated to become uniform with planned park signage throughout the community. <br /> <br />Fire/Safety: No issues have been identified. <br /> <br />Hours of <br />Operations: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Hours of operation will continue to adhere to standards outlined in Section 19-2 of <br />the City Code: <br />Sec. 19-2. Hours and Access. <br />The terms of this Section shall apply in the use of the park system. <br />(1) The recreation and education opportunities of the system shall be available to the <br />public regardless of race, sex, age, creed, national origin, or place of residency. <br />(2) The system shall be open to the public between the hours of 5:00 a.m. and 11:00 p.m., <br />prevailing time in New Brighton.
