Site Plan Review: Totem Pole Park Rehabilitation <br />Planning Commission Report; 4-18-23 <br /> <br /> <br />Page 11 <br />(cont.) (3) No person shall remain, stop, use, or be present within the confines of any open space <br />site between the hours of 11:00 p.m. and 5:00 a.m. Exceptions may be made at the <br />discretion of the Director in the case of emergency or when use permits have been <br />authorized or for other reasons the Director may determine necessary or desirable. <br />(4) Open space sites are subject to curfew hours in force in New Brighton. <br />(5) Any section or part of any open space site may be declared closed to the public by the <br />Director at any time or for any interval of time, either temporarily or at regular and stated <br />intervals, and either entirely or for certain uses as the Director shall find necessary. <br /> <br />Parking & <br />Traffic: <br /> There are no parking or traffic concerns created by this park renovation plan. <br /> While parking was reduced from the initial concept plan, the parks department still <br />believes the proposed lot will accommodate the park’s needs, and residual on- <br />street parking by visitors should be significantly reduced from current levels. <br /> <br />Sidewalks & <br />Trails: <br /> Trails, as shown, will be updated as a result of this project to access all new <br />amenities from the parking area. <br /> <br />Development <br />Phasing: <br /> Improvements to Totem Pole Park will occur in a single phase starting in July of <br />2023. <br /> <br />Watershed <br />District Review <br /> Conditional approval has already been issued by the Rice Creek Watershed <br />District. Implementing watershed requirements is recommended as a condition of <br />site plan approval. <br /> <br /> <br />Conclusion: <br /> The applicant is requesting approval of a site plan to authorize construction of <br />new facilities in Totem Pole Park at 1011 Foss Road. <br />Staff Recommendation: Per the analysis outlined in the report, staff is <br />recommending APPROVAL of the proposed site plan with conditions. <br /> <br />Commission <br />Options: <br />The Planning Commission has the following options: <br />A) RECOMMEND APPROVAL OF THE SITE PLAN based on the <br />applicant’s submittals and findings of fact. <br />B) RECOMMEND DENIAL OF THE SITE PLAN based on the applicant’s <br />submittals and findings of fact. <br />C) TABLE THE ITEM and request additional information. <br />As a City initiated application, there is no official deadline for action.
