<br /> Z | 11 - 2 <br />December 13, 1988 shall not be reduced to an amount less than that required under this Chapter for a 48 <br />similar new building or use. Off-street parking facilities provided to comply with this Chapter shall not 49 <br />be reduced below the Chapter requirements. Unless permitted, Rrequired parking or loading space shall 50 <br />not be used for storage of goods, trash disposal containers, or vehicles that are inoperable or for sale or 51 <br />rent, or any use other than the parking of vehicles. Up to 15% of parking spaces in parking areas may be 52 <br />used for snow storage during winter conditions. 53 <br /> 54 <br />(54) Location of Parking. Except as provided elsewhere in this ordinance, Rrequired off-street parking 55 <br />spaces shall be provided on the same lot as the principal building except as noted in Section 11-040 (5). 56 <br />Additionally: 57 <br />A. Surface parking should be located to the rear or side of the building(s), toward the interior of 58 <br />lots, and should be screened from view from adjacent streets. 59 <br />B. Structured parking shall be placed to minimize impacts on surrounding development and be 60 <br />designed to be compatible – in terms of form, materials, and architectural style – with adjacent 61 <br />development. 62 <br />C. Parking lots are discouraged from locating withing floodplain and flood-prone areas. 63 <br /> 64 <br />(65) Buffers and screens. Off-street parking for single and two family residences shall not be required to 65 <br />be screened. Off-street parking areas of four or more spaces and loading areas on properties that are 66 <br />adjacent to any residential district shall be screened from the residential district by one or more of the 67 <br />followingshall be regulated by the following provisions: an opaque fence per Section 4-540, a planting 68 <br />screen, a land berm of appropriate height or combination of the foregoing. Plans for a fence or 69 <br />landscaping screen shall be submitted for approval at the time of site plan application and shall be 70 <br />installed as part of the approved site improvements. Off-street parking for single and two family 71 <br />residences shall not be required to be screened. 72 <br />A. Where a surface parking lot directly abuts a street or public space, a minimum six-foot wide 73 <br />landscape buffer with grass, or groundcover plantings, and trees located a minimum of thirty (30) 74 <br />feet on center. The landscape buffer shall also contain a continuous row of shrubs to grow at least 75 <br />four (4) feet tall within 2 years, or combination of landscape berm and shrubs, to shield 76 <br />headlights. 77 <br />B. Plans for a fence or landscaping screen shall be submitted for approval at the time of site plan 78 <br />application and shall be installed as part of the approved site improvements. 79 <br />1. A screen wall, at least six (6) feet in height, with materials that are compatible with 80 <br />the primary building. A screen wall may be substituted with a continuous row of shrubs 81 <br />or berm/shrub combination between similar uses, subject to approval by the Department 82 <br />of Community Assets and Development. 83 <br />2. A landscaped buffer, at least six (6) feet in width, between the property line and the 84 <br />parking area. 85 <br />C. Screening shall be setback from parking areas and pedestrian pathways to not create winter 86 <br />shade on saltable surfaces. At a minimum, a hedge, screen wall, or opaque fence shall be set back 87 <br />from a surface as far away as it is tall. Deciduous trees shall be exempt from this requirement. 88 <br /> 89 <br /> 90 <br />(7) Landscaping and Vegetation. Vegetation may be used as a natural filtration as a part of a site 91 <br />drainage system and where drainage patterns align to flow towards these areas prior to stormwater runoff 92 <br />reaches surface water resources. 93 <br />A.
