Landscaping or plantings will consist of native vegetation species and not require 98 <br />use of pesticides, to include herbicides, insecticides or other, especially neonicotinoids. 99 <br />C. Landscaped parking lot islands a minimum of 9 feet wide and long enough to protect 100 <br />adjacent parking spaces shall be required at the beginning and end of each parking row to break 101 <br />up longer rows. This requirement may be removed if the parking lot utilizes consolidated 102 <br />landscape and stormwater management areas into large medians and demonstrates adequate 103 <br />traffic calming, uses designs for using less salt in winter conditions, and the medians can function 104 <br />as adequate snow storage as part of a snow storage plan. 105 <br />D. Medians shall have a landscaped area at least nine feet (9') in width. 106 <br />E. Parking spaces and rows shall be organized to provide consolidated landscaped areas and 107 <br />on-site stormwater management. 108 <br /> 109 <br />(86) Lighting. 110 <br />A. Maximum site illumination shall be regulated as follows: 111 <br />1. Site illumination shall not exceed .4 5 foot-candles at ground level when measured 112 <br />at an adjoining residential property in residential areas and 2.0 footcandles in non-113 <br />residential areas. 114 <br />2. Lighting on the site and building shall be full cut-off directional lighting directed 115 <br />downward, and installed so as to prevent direct light from being detectable at the lot line 116 <br />of the site on which the light source is located. 117 <br />3. The site plan or alternate design documentation must contain illuminance models 118 <br />showing light levels throughout the site as determined necessary by the city. 119 <br />B. Lighting structures shall be located within a safety island or around the perimeter of the 120 <br />parking area and shall not be placed as freestanding structures within the parking area. Lighting 121 <br />structures may be placed within a traffic safety island when the parking area is sufficiently large 122 <br />enough to allow snow plows unimpeded access around and between island during winter snow 123 <br />events. Light structures within parking lots may not exceed 20 feet in height in vehicular areas 124 <br />and a maximum of 15 feet in height in pedestrian areas. 125 <br />C. Lighting as described in this Subsection shall not shine directly into the public right-of-way, 126 <br />or onto any residential use, or into any natural areas, including wetlands, ponds, prairies, and 127 <br />forested areas. (Ord. No. 567, 12-13-88; Ord. No. 662, 11-23-99; Code of 2001) 128 <br /> 129 <br />Section 11-020. Construction and Maintenance. 130 <br /> 131 <br />(1) Surfacing. All off-street driving, loading, and parking areas shall have a paved surface. No vehicle 132 <br />may be parked and no property owner shall allow a vehicle to be parked off-street unless the vehicle is on 133 <br />and over an approved bituminous, concrete, brick, or decorative block surface that spans the entire 134 <br />vehicle. Permeable surfaces are allowed, such as permeable pavers, permeable asphalt, or other approved 135 <br />and improved permeable materials. Permeable surfaces must be designed, constructed, and maintained to 136 <br />allow infiltration or collection of stormwater to count as a permeable surface. For the purposes of 137 <br />calculating impervious surfaces, permeable surfaces allowed for parking areas may count against 138 <br />impervious surface maximums found in residential zoning districts and shoreland requirements. The 139 <br />definition of a “vehicle” in Minn. Stats. §169.011 is hereby adopted for the purpose of this ordinance and 140 <br />includes any conveyance with an axle. (Ord. 768, 11-25-2008). Parking areas and driveways shall be kept 141 <br />free of dirt, dust, debris and waste.
