<br /> <br />3 <br /> <br /> <br />Motion by Commissioner McQuillan, seconded by Commissioner Frischman to open the <br />Public Hearing. <br />Approved 5-0. <br />The Public Hearing was opened at 6:50 p.m. <br />Richard Karjalahti, 2200 and 2202 26th Avenue, stated he was thrilled to see the screening <br />efforts proposed for the north side of this property. He reported there was an opening to the <br />parking lot off of 26th Avenue and those living opposite of this opening would look straight into <br />the new garage. He noted he was concerned about the trees that would be lost and explained <br />he understood it would take years for the new trees to provide screening. <br />Dr. Michael Helgeson, CEO of Apple Tree Dental, indicated he was happy to bring this request <br />forward as this site would allow him to house his corporate offices and the mobile hub. He <br />stated he would work with the neighbors to make sure this addition worked for them as well as <br />for him. He commented on the location of a previous garage on the north side of the building, <br />which had existing lighting. He reported his trucks would be traveling during normal business <br />hours. <br />Motion by Commissioner Frischman, seconded by Commissioner McQuillan to close the <br />Public Hearing. <br />Approved 5-0. <br />The Public Hearing closed at 6:55 p.m. <br />Chair Biedenfeld questioned if the two driveways were required for fire access to the property. <br />Assistant Director of Community Assets and Development Gozola stated from a traffic <br />management standpoint the City typically wanted entrances onto a local road as opposed to a <br />larger collector roadway. He noted this was an existing lot with two existing entrances. He <br />indicated the City did not have leverage to require the applicant to remove one of the <br />entrances. He agreed it would benefit the site to have two entrance points for emergency <br />vehicle access purposes. <br />Commissioner Frischman asked if this new location would be affiliated with the Apple Dental <br />site in Mounds View. Dr. Helgeson reported this was the case, noting he had nine clinics around <br />the State. He explained he currently had his mobile equipment coming out of a site in Coon <br />Rapids. He noted he would be moving out of this location mid 2024 and all of the mobile units <br />would be brought to New Brighton. <br />Commissioner Frischman questioned if this site would have adequate parking. Dr. Helgeson <br />discussed how the corporate office team would be moving from Mounds View to New Brighton, <br />which would help in addressing the parking concerns in Mounds View. He stated the New <br />Brighton office would not have clients coming and going from the site, but rather this building
