He was of the opinion the site would <br />have adequate parking to accommodate his staff members. <br />Commissioner Enanaa asked how many parking spaces were in the lot. Assistant Director of <br />Community Assets and Development Gozola reported the lot had 35 parking spaces which fell <br />within the range for the mixed use zoning district. <br />Commissioner McQuillan stated eight or nine mature trees would be removed on this site. He <br />inquired if full sized shrubs or saplings would be planted in their place. Dr. Helgeson explained <br />he was not an expert in this area. He deferred this question to his architect. Chris Wand, design <br />architect, explained the plantings would be planted and grow over time. He understood losing <br />the mature pine trees was not ideal, but in order to accommodate the staff members, several <br />trees were being removed along the north side of the property. He indicated he would work to <br />save as many trees as possible. He noted the trees along the west property line should all <br />remain in place. He reported the proposed screen wall will provide necessary screening from <br />headlights. He stated he was proposing to plant eight foot conifers. <br />Mark Fuller, Freeburg & Grund Engineering, commented on the grading for the property. He <br />discussed how the parking lot was inset on the north side which would assist in screening the <br />vehicles moving in the lot from the adjacent residential properties. He indicated the new <br />screening would provide a better buffer than what was onsite currently. <br />Assistant Director of Community Assets and Development Gozola reviewed the elevations for <br />the site in further detail with the Commission. <br />Commissioner Frischman asked if there was a price difference between the screening options. <br />Mr. Wand explained the price would be fairly comparable between the two options. <br />Chair Biedenfeld explained with Option A, it seemed unnecessary to have the metal above the <br />stone. He questioned if Option B could be modified to bring the wall up just a little more to get <br />the top of the fence to five feet. Mr. Wand stated this would not be a big problem. Mr. Fuller <br />indicated he could incorporate this into the soil to reach the desired elevation difference. <br />Commissioner Frischman stated this building was uniquely attractive because of the building <br />materials. She supported the fence line also have several different building materials. She <br />anticipated the surrounding residents would want to have screening in place that looked <br />aesthetically appealing. <br />Commissioner McQuillan explained he supported Option A versus Option B. <br />Chair Biedenfeld indicated he could support either option. <br />Commissioner Enanaa stated he supported Option A. <br />Commissioner Nelsen reported he was leaning towards having a semi-permeable barrier. <br />
