<br /> <br />5 <br /> <br />Mayor Niedfeldt-Thomas asked if the property would have a lighted sign. Dr. Helgeson <br />explained there was an existing sign on the property that is on the south side of the building. He <br />stated he was contemplating if his logo would fit onto this sign. He indicated he did not have a <br />need or desire to have a lighted sign. <br />Mayor Niedfeldt-Thomas questioned if there would be chemicals stored onsite that would <br />require special permits. Dr. Helgeson explained no special permits would be required for this <br />site because no clinical care would be occurring on this property. <br />Motion by Commissioner McQuillan, seconded by Commissioner Enanaa, to recommend the <br />City Council approve the requested special use permit based on the findings of fact listed in <br />the staff report and subject to the conditions as amended. <br />Approved 5-0. <br />VII. Business Items <br />(A) Ordinance 901: An Ordinance to amend Chapter 29 of the City Code to amend language <br />prohibiting on-street parking of large vehicles such as semi-trucks and semi-trailers. <br />Assistant Director of Community Assets and Development Gozola reported at the request of the <br />Public Safety department, staff has prepared Ordinance 901 to update code language <br />prohibiting the parking of large vehicles on-street. Once code is updated, the public safety <br />department will begin active enforcement and ticketing of violations which has become a major <br />problem in some areas of the community. Staff provided further comment on the request and <br />recommended approval of Ordinance 901, based on the following rationale: <br />1. The issue of on-street parking of large vehicles comes up continually on a month-to-month <br />basis despite the prohibition approved in 2020, and despite staff’s educational campaign <br />2. The proposed prohibition is not uncommon in urban areas (the language in question will <br />follow the prohibition thresholds in Minneapolis) <br />3. The prohibition will enhance the character and safety in our business and industrial areas <br />which have become over-run at times with on-street parking of large vehicles. <br />4. While representing a much smaller percentage of our calls, similar issues in residential areas <br />will also be addressed. <br />5. Allows us to maintain on-street parking for vehicles while addressing the main concern. <br />Commissioner McQuillan asked if this was an amendment to the current Ordinance. Assistant <br />Director of Community Assets and Development Gozola reported this was the case. <br />
