13 <br /> <br />Sewer Lines 40 years <br />Stormwater 30 years <br />Street lights 30 years <br />Sidewalks and Curbs 70 years <br />Streets 30 years <br />Temporary Easements 2 – 15 years <br />Policy’s and Procedures <br />General <br />The capital asset system maintains a complete database of all City assets that are subject to capitalization <br />or meet the inventory requirements. Maintaining this system requires coordination and cooperation <br />between departments that purchase, use, and dispose of assets and the Finance Department that record, <br />maintain, and report on the capital asset system. This system does not automatically link with the City’s <br />general ledger system for asset acquisition and disposal. It is updated solely through the use of capital <br />asset forms, construction work papers, and by reconciling subsystem reports to the general ledger. <br />Therefore, given the financially material nature of the City’s capital assets as a whole and the <br />independence of the subsystem, timely notification to the Finance Department is vital. <br />Generally, City owned property, equipment, and technology are for official City Business only. However, <br />there are exceptions to this rule which are outlined in the Administrative Code Chapter Ten “Use of City <br />Property” and Chapter 8 “Vehicle Use Policy”. <br />Asset Descriptions <br />Assets are grouped into six general categories for financial reporting purposes. These categories <br />are: <br />Category General Ledger <br />Asset Account Category Description <br />Land held for resale Fund‐14600‐0000 This is for land purchased with the intent of <br />resale. Most commonly used by <br />Community Development Department for <br />redevelopment purposes. <br />Land Fund‐17150‐0000 This includes any parcel of land owned by <br />the City not intended for resale. <br />Buildings Fund‐17250‐0000 This includes non‐movable structures or <br />fixtures owned by the City. <br />Equipment & Furnishings Fund‐17350‐0000 <br />These types of assets are designed for <br />functional use by people in a city facility. <br />Includes items such as copiers, computers, <br />vehicles, and fitness equipment. <br />Other & Land Improvements Fund‐17450‐0000 <br /> <br />Assets included in this category are those <br />permanent improvements made to lands or <br />buildings such as signs, parking lots, fences, <br />defense sirens, and intangible assets. <br />Construction in progress Fund‐17550‐0000 This account records amounts expended on
