<br /> <br />6 <br />Definition <br />What are Living Streets? Living Streets are streets that are considered both Complete Streets and <br />Green Streets. <br /> <br />Complete Streets <br />As defined by Minnesota Statutes §174.75, "Complete Streets" is the planning, scoping, design, <br />implementation, operation, and maintenance of roads in order to reasonably address the safety and <br />accessibility needs of users of all ages and abilities. Complete streets consider the needs of <br />pedestrians, bicyclists, transit users, motorists, commercial vehicles, and emergency vehicles moving <br />along and across roads, intersections, and crossings. <br /> <br />Green Streets <br />Green Streets are streets designed to address climate change and stormwater needs by <br />storing/filtering rainwater runoff. This can be accomplished with raingardens, tree canopy coverage, <br />street narrowing (reduced runoff), and the protection of open spaces and natural areas. <br /> <br />The goal of New Brighton’s Living Streets Policy will be to create road networks that include multiple <br />modes of transportation, reduce environmental impacts, and focus on overall quality of life. This <br />plan recognizes that not all streets serve the same function, but where possible reconstruction should <br />improve on one or more of the following categories: <br /> <br /> <br />Quality & <br />Quantity of <br />Stormwater <br />Runofff <br />Aesthetics <br />and Urban <br />Forest <br />Traffic <br />Calming <br />Bicyclist/ <br />Pedestrian <br />SafetyDraft
