<br /> <br />MINUTES <br />Parks, Recreation and Environmental Commission <br />September 6, 2023 City Hall <br />Council Chambers 6:30 p.m. <br /> <br /> <br />I. Call to Order <br /> <br />The meeting was called to order at 6:30 p.m. <br /> <br />II. Roll Call: <br />Members Present: Commissioners Pauline Alfors, Gary Bank, Maren Hawkins, Abe McEathron, <br />Julia O’Rourke (Chair), Becky Slabiak, Lara Sokol-Kraft, Zoey Tenenbaum. <br /> <br />Members Absent: Commissioners Kristin Hicks and Michael Spooner. <br /> <br />Also Present: Director Jennifer Fink and Councilmember Pam Axberg. <br /> <br />III. Approval of Agenda <br /> <br />Motion by Bank, seconded by McEathron to approve the agenda as presented. Motion carried <br />8-0. <br /> <br />IV. Approval of Minutes <br /> <br />Chair O’Rourke requested a change to the minutes under Item B noting the fifth bullet should <br />read as the grid shifts to lower carbon electricity. <br /> <br />Motion by Bank, seconded by Slabiak to approve the August 2, 2023 minutes as presented. <br />Motion carried 6-0-2 (Commissioners Alfors and McEathron abstained). <br /> <br />V. Business Items <br /> <br />A. Earned Revenue and Cost Recovery Strategies – Jennifer Fink, Parks and Recreation <br />Director <br /> <br />Director Fink shared information that would be presented to the Council as a part of the <br />Council Budget. She discussed the current status of cost recovery in the Parks and <br />Recreation Department and commented on the cost recovery of some of the recreation <br />program categories. Considerations for programs, facilities and service pricing was <br />reviewed. Staff shared an earned revenue strategy that gives target cost recovery goals for <br />future programs that may be created. The five tiers for the earned revenue strategy were <br />further discussed, along with how the City’s programs fell into the different tiers.
