<br />Page 4 - February 14, 2006 New Brighton Council Minutes <br /> <br />trail system. <br /> <br /> <br />lotion by Council Member Doffing, seconded by Council Member Bauman to waive <br />e reading and adopt the resolution authorizing the application for a 2006 <br />Minnesota Department of Natural resources local trail connections grant. <br /> <br />5 Ayes - 0 Nays, Motion Carried <br /> <br />2. Consideration of Site Plan, Preliminary Plat, Preliminary Plarmed Unit <br />Development and Re-Zoning by David Bernard Builders for 700 unit <br />housing development on west side of Old Highway 8 in the Northwest <br />Quadrant. Report No. 06-055. <br /> <br />City Planner, Janice Gundlach gave an oveIView of the proposed plans for the <br />housing development, addressing various planning and zoning requirements. <br /> <br />Teresa Greenfield of Rottlund Homes gave an extensive presentation outlining <br />various details of the proposed project, including types of homes, projected buyers. <br /> <br />Ihere was lengthy dialogue regarding parking, storm water retention ponds, and <br />treet maintenance; specifically who would maintain roads. <br /> <br />Council Member Doffmg questioned the plan for sewer and water sell1ice as well as <br />plans to ensure quality of construction. <br /> <br />Tim Himmer, a Civil Engineer working with Rottlund Homes stated that they were <br />working closely with City staff on the issues relating to public works, but that <br />existing utility systems are adequate for handling the anticipated developent <br /> <br />Chris Winters and Teresa Greenfield each gave an explanation of their Company's <br />procedures for ensuring quality worlananship of the proposed homes to be <br />developed. <br /> <br />Teresa Greenfield gave an explanation of what is anticipated to appear on the final <br />site plan. <br /> <br />Motion by Council Member Hoffman, seconded by Council Member Doffing to table <br />the application until the February 28, 2006 meeting which allows the Planning <br />fommiSSion to formally review the several zoning ordinance amendments necessary <br />approve the project prior to final City Council approval of the preliminary PUD, <br />he Plan, Preliminary Plat, and Re-Zoning. <br /> <br />5 Ayes - 0 Nays, Motion Carried <br /> <br />2.
