<br />Page 4 - March 15, 2006 New Brighton Council Minutes <br /> <br />ISistant Director of Community Development, David Black stated that the grading <br />ocess for tract 2 should be fairly quick. <br /> <br />.....ollilcil Member Doffing questioned who the project management lead is. <br /> <br />Mr. Femelius stated the Construction Management Agreement would be between <br />the City and the Developer, with the Developer acting as the Construction Manger <br />to oversee the public improvements. <br /> <br />Mr. Femelius stated that legal cOllilcil is drafting the Construction Management <br />Agreement. <br /> <br />Council Member Doffmg suggested looking at efficiency as well as the lowest bid <br />when awarding the grading bid. <br /> <br />Motion by Council Member Hoffman seconded by Council Member Burg to approve <br />the plan and specifications for the Northwest Quadrant phase 1 site grading, and <br />authorize the advertisements for bids. <br /> <br />IAYes - 0 Nays, Motion Carried <br /> <br />3. Consideration of Northwest Quadrant Demolition Project: Change Order <br />#2. Report No. 06-074. <br /> <br />David Black, Assistant Director of Community Development stated that often on <br />demolition projects, a level of llilcertainty is possible. It was reported that <br />contamination was discovered at both the Darling rendering plant and the former <br />Lange property. <br /> <br />COllilcil Member Doffing questioned if pre-bidding could be done differently, in <br />order to avoid such large additional cost <br /> <br />A representative from Barr Engineering stated that often the efforts in pre-bidding <br />testing are costly as well, and the final cost would be the close the same. <br /> <br />Ic~~.:~ember Bauman questioned the likeliness of a prior owner not knowing of <br /> <br /> <br />am Gaffin, from Barr Engineering gave an explanation of how it is possible for <br />unanticipated items to materialize during the demolition process. <br /> <br />3.
