<br />Page 4 - May 24 2005, New Brighton Council Minutes <br /> <br />Council Member Doffmg commented on three issues that resulted in budget <br />leficits, Building Pennit fees, Recreational Program user fees, and Public Safety <br />vertime issues. Council Member Doffmg also stated that as the next budget is <br />ddressed, planning accordingly would be imperative. <br /> <br />Council Member Burg questioned the projected overtime for Public Safety <br />Employees in the corning year. <br /> <br />The City Manager explained that some of the overtime is inevitable due to the fact <br />that many of the City's crime prevention programs occur outside regular working <br />hours. <br /> <br />Motion by Council Member Moore-Sykes, seconded by Council Member Hoffman to <br />accept the Comprehensive Annual Financial Report for the year ending December <br />31,2004, and the auditors' Audit Management Letter and their reports on <br />compliance and internal controls in accordance with Government Auditing <br />Standards. <br /> <br />5 Ayes - 0 Nays, Motion Carried <br /> <br />_:. ..... The structure was built in 1929, as a single family home, at a later date it <br />was converted to a duplex The property currently has many non-confonnities and <br />is in need of maintenance. <br /> <br />Mr. Fernelius stated that the best way to redevelop this site would be to assemble it <br />with the adjacent site. <br /> <br />Mr. Fernelius stated that there are currently two tenants residing in the property <br />being considered for acquisition. <br /> <br />COllllCil Member Hoffman asked what the City's obligation would be to the two <br />tenants. <br />Mr. Fernelius stated that the City would likely be required to provide relocation <br />benefits based on the Uniform Relocation Act. <br /> <br />Council Member Dotfmg questioned the taxable value of the adjacent property, and <br />what would be the proposed cost incurred by the City to redevelop the parcels. <br />IMr. Fernelius stated the adjacent house was valued at approximately $176,000. <br />It was stated that because of the timing there wasn't adequate time to design a <br />complete site plan. <br /> <br />Mayor Larson expressed his concern for liability based on the numerous non- <br />conformities. <br /> <br />The City Manager explained that if the Council turned this item down, the <br />Community Development Director will continue to work with the adjacent property <br /> <br />2.
