<br />Page 4 - April 12, 2005, New Brighton Council Minutes <br /> <br />Director ofPmks and Recreation, Steve Rymer stated that the watercraft could be utilized by the Pmks <br />laintenance staff as they do buoy work <br /> <br />ouneil Member Doffmg questioned the number of responses per year to water emergency <br />_ 1 Long Lake. <br />Director of Public Safety Bob Jacobson stated that true emergencies have been rare. <br /> <br />Council Member Doffmg stated her reluctance to spend $20,000.00 on a watercraft due to <br />the fact that New Brighton does not have primary jurisdiction concerning Long Lake. <br /> <br />Council Member Hoffman expressed her appreciation for the comprehensive approach, <br />and the partnership between the Parks and Recreation Department, Public Safety and Long <br />Lake Improvement Association. <br /> <br />Council Member Moore-Sykes stated her approval ofthe project as well, indicating she <br />felt a ConIDlunity Service Officer would be an effective staff member to enforce <br />regulations. <br /> <br />The City Manager stated that this is a Pilot Project for 2005, and the operational costs <br />incurred in future years would be funded in ways other than the general tax levy. <br /> <br />Bob Gabler, 2190 Lakebrook from the Long Lake Improvement Association expressed <br />appreciation for the cooperative effort, Mr. Gabler also stated that the Long Lake <br />IJProvement Association supports the recommendation. <br /> <br />onunents were also heard from Steve Danger 1532 16th Terrace and Mark Beisswenger. <br /> <br />Motion by Council Member Moore Sykes, seconded by Council Member Hoffman to <br />approve the 2005 Long Lake Water Safety Pilot Project, authorize the purchase of a Public <br />Safety boat at a maximum expense of $22,000.00, and develops a Voluntary Community <br />Donation Progranl to assist in supporting water safety; this motion includes alternative #1. <br /> <br />4 Ayes - 1 Nays, Motion Carried. <br /> <br />4 Ayes - <br />Mayor Larson <br />Council Member Hoffman <br />Council Member Moore-Sykes <br />Council Member Burg <br /> <br />1 Nay <br />COilllcil Member Doffing <br /> <br />I <br /> <br />2. Report No. 05-082 <br /> <br />Director of Parks and Recreation, Steve Rymer explained that the 2005 Strategic plan included hiring a <br />consulting fiml to conduct a service level study for New Brighton's Recreation programs and facilities. <br />Staff is reconnl1ending a planning process that would be broader, as well as address issues including <br />recreation programs/facilities, trailsIsidewalks, and youth services. <br /> <br />2.
