<br />Page 5 - April 12, 2005, New Brighton Council Minutes <br /> <br />Mr. Rymer outlined the three phases of the proposed project <br /> <br /> <br />lotion by Council Member Hoffman, seconded by Council Member Burg, to move staff <br />~commendation to authorize the solicitation of proposals for a Parks, Recreation, and <br />Trails Strategic Planning Professional Services contract. <br /> <br />5 Ayes - 0 Nays, Motion Carried <br /> <br />3. Consideration to modify a finding for the Creation of Tax fucrement Financing District #31 <br />(NWQ Special Law. Report No.05-083 <br /> <br />Assistant Community Development Director David Black stated that at the December 14, 2004 Council <br />meeting, the City Council approved the establishment of Tax fucrement Financing District #31 under the <br />Northwest Quadrant Special Law. Subsequently, in February, acquisition terms were presented, which <br />pennitted full access by the City to these buildings. <br /> <br />Nancy Schultz from SEH, Inc. gave a summary of assessment finclings, which confumed the City's <br />earlier findings that more than serlo of the buildings within the 11F District are strncturally substandard. <br />(4 of the 5) <br /> <br />-OlIDcil Member Doffing requested clarification for what is considered substandard, <br />E Schultz explained that when a property is sold or remodeled, it is rea5sessed. <br />The uses of the building along with the occupancy also are contnbuting :factors. <br /> <br />Jim Yarosh; representing Midwest Asphalt, expressed his objection with the Councils decision. <br /> <br />The City Manager, Matt Fulton acknowledged that Mr. Yarosh is not in agreement with the council's <br />decision. <br /> <br />Motion by Council Member Moore-Sykes, seconded by Council Member Hoffman, to <br />waive the reading and approve the attached resolution, reaffirming the Council's earlier <br />findings and modifying the fmding for the creation of the Tax Increment Financing District <br />#31(NWQ Special Law.) <br /> <br />4 Ayes - 1 Nays, Motion Carried. <br /> <br />I <br /> <br />4 Ayes - <br />Mayor Larson <br />Council Member Hoffman <br />Council Member Moore-Sykes <br />Council Member Burg <br /> <br />1 Nay <br />Council Member Doffing <br /> <br />3, Consideration to rnoclifY a <br />finding fur the Creation of Tax <br />Increment Financing District #31 <br />(NWQ Special Law.
