After time, he ti)tOld that KA genuinely listened to the Ta<;k Force's concems, and
I implemented many changes to the plan. ill final, he believes this is a not perfect decision, but the most optimal from a
strategic ~1andpoint.

Mitch, Champps restaurant manager, feels it is important to move tOtward and accomplish something at this site
betOre more businesses leavc. He noted concern that the ProfXlsal may impact restaurant parking.

Paul Sentman, Sentman Enterprises, explained that this ProfXlsal contains a 55 or older co-op senior housing facility
involving the purehasing of a share/unit in the building. When the individual wishes to leave the facility, their
share/unit goes back to the association for resale. Samuelson added that many other senior co-op fucilities in the Metro
Area genemlly have long waiting lists.

Orv Kraus believes that the senior housing should be kept in its upscale condition to retain its value.

Sweeley feels that New Brighton's housing needs can be met through the Northwest Quadmnt and Apache Plaza
redevelopment PfQjects, and noted the existing and future retail needs of the New Brighton residents.

Samuelson asked if the size of the medical building could be expanded and the 11lunber of senior housing units
increased. Sentman said the site could accommodate an cxpansion of the medical building, however, the number of
senior housing apartments should remain to allow for larger, more upscale muts. The underground parking allows for
one vehicle per senior apartment lUl it.

Karl Strong, 2680 Innsblllck 0., confnmed the action being taken tonight will not include a rezoning of the parcel.

I Pat O'Connor, 1953 Serendipity Ct., would prefer to see a second alternative which would include a coftee and bagel
shop, upgrade retail, and the inclusion of the Sinclair station.

Motion by Moore-Sykes, seconded by Larson, to ACCEPT TIlE BRIGHTON VILLAGE TASK FORCE
AND TIlANKAND COMMEND TIlE MEMBERS FOR TIlEIRPARTICWATION.

5 Ayes - 0 Nays, Motion Carried.

Samuelson feels this site is a good location for the ProfXlsed "fum ily-style hotel".

Sweeley holds the citizens' concerns for the development of this comer lugherthan the developers. He speculated that
this parcel may have problems with marketing its retail fXlrtion.

Hoffman wishes to balance the neighborhood's needs with the ovemll community needs, and detennine what is in the
best financial interest to make New Brighton stronger.

Larson reiterated that something needs to be done with this site and it cannot be left in its clUTent condition.
