<br />I <br /> <br />I <br /> <br />I <br /> <br />Page 3 <br />Council Meeting Minutes - November 13,2001 <br /> <br />Council Business <br /> <br />The Brighton Village Task Force was established by Council to develop a recommendation <br />on the future redevelopment of the Center. Council approved a development moratorium <br />which covered the Center and adjacent parcels south of Palmer Drive, north of Palmer, and <br />the west side of Silver Lk. Rd. No building permits will be issued for this area until March <br />2002, when the moratorium expires. <br /> <br />Bob Smith, Amoco Station, has interest in expanding his business by redeveloping the <br />South China Tsland Tnn as an auto repair facility which is located in the moratorium. The <br />Task Force recommended by a 5-3 vote (3 members absent) that the area north of Palmer <br />(Area B) be removed from the moratorium. If this recommendation is approved, Smith can <br />make application for a special use pennit and site plan approval. <br /> <br />Moore~Sykes explained that the Task Force has not addressed the removal of Area C. <br />However, she noted that any development occurring in Area B will have impact on the <br />neighborhood and type of redevelopment occurring around the Center. <br /> <br />Fulton believes there is merit to allowing the moratorium to continue for both Areas A and <br />B until a better definition/understanding comes forward regarding the overall <br />redevelopment of the area. <br /> <br />Jim O'Brien, consultant, explained a design concept which called "aIde town concept" <br />reflecting a timeless design with consistent setbacks and complimentary parking areas. <br /> <br />Motion by HoHman, seconded by Samuelson, to WAIVE THE READING AND <br />APPROVE THE ORDINANCE TO REMOVE AREA B FROM THE PREVIOUSLY <br />APPROVED DEVELOPMENT MORATORIUM. <br /> <br />4 Ayes - 1 (Moore~Sykes) Nay, Motion Carried. <br /> <br />Motion by Hoffman, seconded by Samuelson, to WAIVE THE READING AND <br />APPROVE THE ORDINANCE TO REMOVE AREA C FROM THE PREVIOUSLY <br />APPROVED DEVELOPMENT MORATORIUM. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />City Engineer Les Proper explained that ordering the project for the building ofthe Public <br />Safety Facility and City Hall Remodeling means that Council formally makes the decision <br />with certain details on the layout and building architecture to be finalized. Once Council <br />orders the project, staff will make offers to purchase seven properties located on the site, <br />and began preparation of construction plans and specifications. Future Council approvals <br />will be required for payments for properties purchased, authorize advertisement for bids, <br />bid award, and formal financing. Final plans for City Hall remodeling and the small <br />addition onto the public works garage will be developed during the next year. <br /> <br />Construction of the Public Safety Facility will begin in April, 2002 with anticipated <br />completion in April 2003.
