<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 23,2001 <br /> <br />Page 5 <br /> <br />Council Business <br /> <br />Margaret Egan, Finance Director, presented the ordinance recodifying the City Code. <br />The City Code was last recodified in 1988. The process was completed in house, the <br />language and format of the Code has been simplified for easier use by the City and <br />public, and the document will reside on our network. Special acknowledgment was <br />given to Charlie LeFevere, City Attorney, for his work. <br /> <br />Motion by Hoffman, seconded by Moore-Sykes, to WAIVE THE READING AND <br />ADOPT THE ORDINANCE RECODIFYING THE CITY CODE. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Community Development Director Kevin Locke presented the site plan review and <br />special use permit to construct an addition to Highview Middle School and <br />expand/configure the parking lot. Changes were made to the original plans to address <br />the Planning Commission and neighborhood concerns. Changes include relocating of <br />the north filtration pond farther to the west and south, and providing grading and <br />landscape plans for property located at 2260 ]lh St. <br /> <br />Elaina Pe1sman, Arnlstrong, Torseth, Skold & Rydeen (ATS&R), said the addition <br />consists of a new entryway, classrooms, gym, media center, and expanded cafeteria. The <br />existing parking lot will be configured to include a safe area for student drop off. Also, <br />the plans take in consideration existing drainage concerns related by adjacent property <br />owners. A third curb cut is proposed on 7th St. for the purpose of adding a parent/student <br />drop off area which will be separated from the bus drop off area. <br /> <br />Larson asked if plantings could be added to help screen adjacent properties from vehicle <br />headlights entering school property. Pelsman feels this is a workable option. Larson <br />noted concern of noise generated from rooftop heating equipment. Pelsman said the <br />existing units will be removed, and the new equipment is designed with double wall <br />installation and complies with sound standards. Also, there may be a need to request a <br />variance regarding screening of the rooftop mechanical equipment. <br /> <br />Leonard Linton, Clark Engineering, said the site is located within the Rice Creek <br />Watershed District (RCWD). The RCWD is somewhat stringent and requires runoff <br />leaving the site cannot increase after project completion and must be treated through <br />infiltration basins. He noted that a recent City street reconstruction project addressed <br />the runoff problems affecting 7th St. during heavy rain storms. <br /> <br />Moore-Sykes asked if the basins could continue holding runofffollowing prolonged <br />rainstorms. Linton said the basins have an overflow structure which would exit from an <br />underground basin through a pipe into the street. Moore-Sykes asked if the bottom of <br />the pond would be impervious. Linton believes the pond would be of porous material. <br />Linton explained that the low point of the backyard of the property at 2260 7th St. would <br />be raised 2 ft. to allow for drainage into the pond. He confirmed that this property will <br />be restored after completion of these enhancements. <br /> <br />Margaret Noyed, 2260 7th St., said the drainage problem has been in existence since the <br />school was constructed.
