She suggested the applicant <br />worked with staff and the Planning Commission regarding a possible variance request. <br /> <br />Motion By Hoffman, seconded by Gunderman, TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING PLOO-13 AND SPOO-17 SUBJECT TO <br />THE FOLLOWING CONDITIONS: <br />1. PERIMETER CURBING MUST BE INSTALLED AROUND THE OFF- <br />STREET PARKING AREA. <br />2. ALL OFF-STREET PARKING AND DRIVE AREAS BE PAVED WITH <br />BITUMINOUS SURFACE. <br />3. ALL OFF STREET PARKING STALLS SHALL BE MARKED WITH WIDTE <br />OR YELLOW PAINTED LINES NOT LESS THAN FOUR (4) INCHES WIDE. <br />4. PROVISION OF A BOND OR LETTER OF CREDIT IN THE AMOUNT <br />EQUAL TO 100% OF THE COST TO INSTALL LANDSCAPING, CURBING <br />AND PAVING TO ENSURE THAT THESE ITEMS ARE INSTALLED PER <br />THE APPROVED PLANS. <br />5. THAT AN EASEMENT WITH THE NEIGHBOR AT 2260 7TH STREET NW <br />BE ESTABLISHED TO ALLOW FOR ADDITIONAL GRADING OF THE <br />PROPERTY TO PREVENT FLOODING AND THAT ALL TRESS AND <br />SHRUBS REMOVED FROM THE PROPERTY BE REPLACED. <br />6. THA T A REVISED GRADING AND DRAINAGE PLAN, ACCEPTABLE TO <br />THE CITY ENGINEER AND RCWD BE SUBMITTED SHOWING THE <br />RECONFIGURATION AND MODIFICATION OF THE STORM WATER <br />INFILTRATION POND AT THE NORTH END OF THE PROPERTY. THE <br />REVISED PLANS SHALL BE PREPARED WITH INPUT FROM THE 23RD <br />AVENUE RESIDENTS NORTH OF THE HIGHVIEW SCHOOL. <br />7. THAT A REVISED LANDSCAPE PLAN RESPONDS TO NEIGHBOR'S <br />CONCERNS ABOUT THE TREES LOCATED ALONG THE SOUTHEAST <br />CORNER OF THE MIDDLE SCHOOL PROPERTY BE SUBMITTED. <br />8. THAT ALL AIR CONDITIONING UNITS AND MECHANICAL EQUIPMENT <br />BE SCREENED FROM THE PUBLIC RIGHT OF WAY AND THAT THE <br />SOUND FROM THE EQUIPMENT BE CONTROLLED. <br />9. THAT SCREENING WITH LANDSCAPING BE INSTALLED ALONG THE <br />WEST SIDE OF THE PARKING LOT ADJACENT TO THE SINGLE <br />FAMILY HOMES AT 741 AND 725 SLIVER LAKE ROAD. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Hoffman, seconded by Moore-Sykes, to APPROVE THE HIGHVIEW <br />GYMNASIUM JOINT POWERS AGREEMENT WITH THE MOUNDS VIEW <br />SCHOOL DISTRICT SUBJECT TO REVIEW BY CITY MANAGER AND CITY <br />ATTORNEY. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented the amendment to City Code Chapter 13 relating to Multi-Housing <br />Rental Properties. The amendment states that properties with more than three units are <br />issued a license to rent properties within the City.
