Fulton said teams of <br />students will work directly in assisting to facilitate the dialogue, and play an active part in <br />the development ofthe strategy. <br /> <br />The following individuals have come forth to pledge their commitment to the team: GI <br />Generation - Bob Comer; Silent Generation- Alma Stepanchak, Bev Aplikowski, Darryl <br />Dawson, Janet Broberg, and Ron Sweeley; Baby Boomers - Carol Grant, Kim Moore- <br />Sykes, Lynn Barton, Debra Zeien, Pam Schmitz, Janet Bratkovich, and Donna Robertson; <br />Generation X - Foster Cole, Kristine Atchison, and Erica Holey; and MiIlenials - to be <br />announced by schools. <br /> <br />Motion by Samuelson, seconded by Larson, to ANNOUNCE, ACCEPT, AND THANK <br />THE INDIVIDUALS WHO COME FORTH TO SERVE ON THE <br />INTERGENERA TIONAL TEAM FOR COMMUNITY OF PROMISE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented the establishment of Chapter 30 in the New Brighton Code for the <br />administration and establishment of Rights-of-Way (ROWs) regulations. The Ordinance <br />provides for effective management of the City's ROWs and establishes a regulatory <br />procedure for pemlit applications and adoption of the pennit rate structure. This procedure <br />closely mirrors the model ordinance developed by the League of Minnesota Cities. In the <br />future, Council will consider modifications to these fees annually. <br /> <br />Motion by Gunderman, seconded by Hotfman, to WAIVE THE FIRST AND SECOND <br />READINGS AND APPROVE ORDINANCE NO. 661 ESTABLISHING CHAPTER <br />30 OF THE NEW BRIGHTON CITY CODE TO ADMINISTER AND REGULATE <br />THE PUBLIC RIGHTS-OF-WAY AND PROVIDE FOR THE ISSUANCE AND <br />REGULATION OF RIGHTS-OF-WAY PERMITS; AND WAIVE THE READING <br />AND ADOPT THE RESOLUTION ESTABLISHING PERMIT FEES RELATING <br />TO PROVISIONS OF CHAPTER 30 OF THE NEW BRIGHTON CITY CODE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented a purchase agreement for the Larson Property at 642 5th Ave. NW <br />(BCPIlI). This property is within Development District #1 and TIF District #26. This <br />acquisition is consistent with goals to complete the BCPIII project and necessary for the <br />residential component ofthe Main Street Village Ordway/Pratt project. A grant was <br />received from the Department of Trade and Economic Development to assist in acquisition. <br /> <br />An appraisal valued the property at $134,000, and the City's consultant performed a <br />housing differential analysis and found it eligible for a replacement housing payment of <br />$22,900. The analysis determined a replacement value for a comparable dwelling to be <br />$156,900. The owner has agreed to that amount, located housing elsewhere, and is eligible <br />for moving and incidental expenses.
