<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 12, 1999 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />The specific purpose of the grant is the Land Use and Transportation Build Out and <br />Implementation Study. This study would use a 20 year planning horizon to analyze the <br />comprehensive plans of all Coalition communities. It would develop a preferred smart <br />growth development option to set policy implementation and financing strategy for local <br />and subregional scales. This effort would assess the impact of long term development <br />occurring in the next 20 years. Based on this information, appropriate decisions can be <br />made relating to infrastructure needs. The grant is written to enable the Coalition to <br />explore an opportunity for rail line links to Minneapolis and St. Paul. It was noted that <br />Coalition efforts have been well received by the Metropolitan Council. <br /> <br />Samuelson asked the benchmarks and expectations of the Metropolitan Council in <br />regards to the grant. Fulton is unsure of specific benchmarks, but this grant will enable <br />the Coalition to implement the regional blue print approved by the Metropolitan Council. <br />Samuelson feels this grant is very important to economic development and the quality of <br />life within our community. <br /> <br />Benke said these activities allow the City to deal with issues and act practically. Much <br />interest and excitement have been expressed by other cities of the development of the <br />technology and blueprint. <br /> <br />Fulton added that the general public can access property statistics such as zoning, future <br />land use, legal description, lot size, and other information. This is an example of what <br />can be accomplished if municipalities work together. <br /> <br />Samuelson supports efforts to develop a light rail system to provide mass transportation <br />to the core cities. Benke added that the coalition has identified an abandoned rail line <br />from Minneapolis to Roseville. <br /> <br />Motion by Samuelson, seconded by Gunderman, to AUTHORIZE SUBMITTAL OF <br />THE LIVABLE COMMUNITIES DEMONSTRATION PROGRAM GRANT <br />APPLICATION TO THE METROPOLITAN COUNCIL FOR I-35W CORRIDOR <br />COALITION. <br /> <br />5 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />Fulton presented the Rights-of-Way (ROWs) Management Ordinance. No action is <br />requested at this time, but this allows opportunity for input and feedback. <br /> <br />Municipalities have recognized that ROWs areas adjacent to and under the streets are <br />becoming filled with wires, cables, pipes, etc. The growth of technology has made the <br />use of the ROWs a significant issue. There are incidences when public works crews <br />begin to repair a watermain, but have found cables under the surface unknown to them. <br />The question is how does a city effectively manage the use of ROWs. The League of <br />Minnesota Cities (LMC) have played a role in the formulation of language that cities can <br />adopt to ensure consistency and compatibility.
