Olson said the two low bids were very close, and a competing contractor <br />noted surprise with the competitiveness of the Midwest Asphalt bid. <br /> <br />Samuelson believes that maintenance costs could become excessive, and noted support of <br />the alley reconstruction project. <br /> <br />l!o <br /> <br />Hoffman noted concern of the alley's condition, but questioned if combining with <br />another project may reduce costs, <br /> <br />An informal poll of the audience found that the majority supported the project. <br /> <br />Lori Nelson, 684 8th Ave. NW, noted a smell of sewer gas coming from the alley, <br /> <br />I Re;Jing requested the sinkhole near the storm sewer be corrected during reconstruction. <br /> <br />Motion by Samuelson, seconded by Larson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION ORDERING PROJECT 99-3, HANSEN PARK AREA <br />ALLEY RECONSTRUCTION; AND WAIVE THE READING AND ADOPT THE <br />RESOLUTION AWARDING THE BID TO MIDWEST ASPHALT <br />CORPORATION WITH A CHANGE ORDER FOR $167,138.75. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />City Planner Cary Teague presented a special use permit and site plan review to <br />construct a 9,320 sq. ft. office/warehouse for Freeway Towing and Fuhr Enterprises. <br /> <br />I <br /> <br />The Special Use Permit is required for outside storage of vehicles, and to place the <br />parking area 20 ft. back from the 1-35 right-of-way, The outside storage area will be <br />fenced and screened from 1-35W, Employees will tow cars into the site, and drive them <br />out when owners retrieve their cars. The site will be paved, but perimeter curbing is not <br />required. Council may reduce the side street yard setback from 40 ft. to 20 ft. if it were <br />determined no adverse impacts would be created and if compatible with surrounding <br />uses.
