However, <br />Interstate failed to include the automatic transfer switch in their bid, and increased the <br />bid amount to $82,713,25. Staff felt this was unacceptable due to the fact it was a sealed <br />bid, Interstate then resubmitted a bid of $75,964,32, Because Interstate is unwilling to <br />honor the original bid, the City Attorney advises rejection of the Interstate bid and <br />solicitation of new bids, <br /> <br />Motion by Hoffman, seconded by Samuelson, to REJECT THE BID FROM <br />INTERSTATE POWER SYSTEMS AND AUTHORIZE STAFF TO SOLICIT <br />NEW BIDS FOR THE PURCHASE AND INSTALLATION OF AN EMERGENCY <br />GENERATOR AT THE FAMILY SERVICE CENTER. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Planner Cary Teague presented a Special Use Penuit and Site Plan Review to <br />construct a Hollywood Video store at the intersection of Silver Lk, Rd, and Rice Creek <br />Rd, The Special Use Permit is requested for the reduction of the side street setback for <br />the parking lot off Rice Creek Rd, to 15 ft. <br /> <br />The Planning Commission recommended approval subject to conditions. One concern <br />was the location of the parking area and its proximity to a residential area to the east. <br />The applicant addressed this concern by flipping the parking lot and building locations. <br />The original plan included a 25 ft. building setback from the east property line, but the <br />applicant has now revised the plan to meet the 30 ft. setback requirement. The Planning <br />Commission also recommended the hours of operation not exceed 10:00 p.m, <br /> <br />The lighting code requirement states any lighting associated with off-street parking shall <br />not exceed an average one foot candle at ground level. The City has not made practice <br />of requiring this restrictive ordinance, however, it does require exterior lighting installed <br />to prevent direct light detected at the lot line. The City Forester reviewed the landscape <br />plan and found it to be acceptable, The grading and drainage plan would be subject to <br />review and approval by the City Engineer. The Comprehensive Plan Task Force <br />designated this site Limited Business typically found in the B-1 District. As such, this <br />proposal is not a permitted use, and rather allowed through Special Use Permit. Council <br />will need to decide whether this use is compatible with surrounding uses, <br /> <br />Benke asked if the future reconstruction of Silver Lk, Rd, would involve right-of-way <br />(ROW) acquisition associated with this parcel. Teague said Ramsey County did not <br />indicate a need for ROW acquisition at this intersection. <br /> <br />Fulton noted the need to consider language modifications to the lighting requirements <br />ordinance to take into account overall public safety needs. <br /> <br />Larson said the Planning Commission noted concern the project would create additional <br />drainage affecting the residential parcels to the north and Mounds Ave. Benke feels the <br />Silver Lk, Rd. reconstruction would provide opportunity to remediate drainage <br />concerns, Larson is uncomfortable with the current drainage plan, and feels these issues <br />should be corrected immediately rather than waiting two years for the street <br />reconstruction project, <br /> <br />Council Business <br /> <br />FSC Generator rebid <br />Report 99-146 <br /> <br />Hollywood Video Site <br />Plan <br />Report 99-147 <br />Resolution 99-058 <br />
