A review of <br />surrounding cities found New Brighton less restrictive in allowing outside storage as a <br />permitted accessory. Staff suggests regulating outside storage in both 1-1 and 1-2 by <br />Special Use Permit with specific conditions such as landscaping and screening. <br /> <br />Samuelson asked what precipitated the review of this ordinance. Teague said the City <br />received recent requests involving outside storage, and it was felt some type of control <br />or conditions are needed to bring those sites into conformance. <br /> <br />Benke asked if staff had discussions with those ten users. Teague said staff has not had <br />contact with those affected, but this action does not render them non-conforming. It <br />simply requires a special use permit, if they wished to expand their outside storage. <br />Benke feels this amendment should be deferred until affected businesses are notified. <br /> <br />Roy Adkins, US West, said US West currently owns a property at 600 Lakeview which <br />is currently in negotiations to be sold. He feels this amendment greatly affects buyers <br />interested in outside storage at this site. LeFevere said existing uses would be <br />grand fathered in, but need to be brought into conformance if an alteration or expansion <br />is proposed. Adkins feels the City is suggesting vague criteria, and asked if US West's <br />usage could be grandfathered in to the purchaser of the site. <br /> <br />Bob Cracken, purchaser of US West site, does not believe there should be limitations <br />applied to a site containing 16 loading docks and ramps, and this amendment greatly <br />limits the site's potential. LeFevere added the ordinance contains language which states <br />if said outside storage is not used for six months or more, then it is deemed an <br />abandonment of the non-conforming use. Any new use would need to become in full <br />compliance. <br /> <br />Motion by Samuelson, seconded by Larson, to CONTINUE CONSIDERATION OF A <br />ZONING ORDINANCE AMENDMENT FOR OUTSIDE STORAGE WITHIN THE <br />1-1, LIGHT INDUSTRIAL AND 1-2, HEAVY INDUSTRIAL ZONING DISTRICTS <br />TO THE APRIL 13, 1999 MEETING; AND REQUEST STAFF TO MEET WITH <br />AFFECTED BUSINESSES AND CHAMBER REPRESENTATIVES TO PROVIDE <br />FURTHER CLARIFICATION. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Economic Development Specialist Jill Bishop presented purchase of tax forfeited land at <br />1427 Old Hwy 8 NW. The property is valued at $216,200, and the County is asking <br />$103,200. Due to contamination and cleanup costs, staff asked the property be <br />reappraised. The site is within the Northwest Quadrant and was rezoned to Mixed Use. <br /> <br />Samuelson asked the magnitude of the cleanup and how will it be funded. Bishop said <br />the extent of the cleanup will be better known when excavating begins. There is greater <br />access to grants and funding programs because this is an identified redevelopment area. <br /> <br />Benke asked if the business is still in operation. Bishop said the County is leasing the <br />site to the former owner, and is required to submit a 30-day notice. Bishop will research <br />the potential for relocation expenses.
