A noted concern is the noise <br />created by the car wash and its impact to surrounding residential areas. Hiawatha <br />prefers the doors remain open, but would install a noise reduction unit on the dryer. <br />The Planning Commission recommended the door remain closed and operation ceases 10 <br />p.m. to 7 a.m. Staff suggested the canopy lighting be recessed to prevent direct light <br />being detectable at the lot line. <br /> <br />Benke asked if Hiawatha discussed the future realignment of the Co. Rd. E-2/1-35W <br />interchange with Ramsey County or MNDOT. John Richmond, Hiawatha, stated no <br />discussions have occurred, but there is some concern regarding site access. Benke <br />believes any elevation or grade modifications would greatly affect this proposal, and <br />questioned if the building could be rotated to a northeasterly direction. In the past, the <br />City has requested the County review the sight problem on the bridge, and future <br />redevelopment activity will only warrant reconstruction and grade modifications. <br /> <br />Benke feels the plan is a significant improvement over existing conditions, but <br />questioned how the setback would affect the freeway ramp and asked if the item could <br />be deferred two weeks. Bill Martin, Hiawatha, opposes any delays being that <br />preliminary soil borings have been performed and tree removal will begin next week. <br /> <br />Larson supports reducing the car wash hours of operation, and added that headlights <br />from vehicles exiting the car wash would shine directly into residences. Martin feels the <br />car wash should be operational continually, and its location provides a better flow of <br />traffic. Larson supports a concerted effort to enforce a "No Parking" ban on Co. Rd. <br />E-2. Teague added that additional landscaping may help to further diffuse headlights. <br /> <br />Residents from 2nd and 3rd Avenues presented a petition opposing the gas station/car <br />wash facility construction, reduction of car wash hours of operation, enforcement of Co. <br />Rd. E-2 parking, and other safety concerns. <br /> <br />A resident asked if the soil borings performed on his property showed tank leakage or <br />contamination. Martin confirmed the empty tanks are underground, and soil borings <br />will determine soil stability and conditions. Preliminary findings showed pollution on <br />site and into the street, but found no pollution on private property. The MPCA has been <br />notified to determine the correct remediation activities. <br /> <br />A resident asked if a sound barrier could be built along the homes abutting Co. Rd. E-2, <br />and installation of a cul-de-sac on both 2nd and 3rd Avenues. Benke feels these ideas <br />could be discussed at the Neighborhood Grid Meeting on March 1. <br /> <br />A resident asked if soil borings could be performed further into the residential area <br />across Co. Rd. E-2. Martin will make the findings public as soon as received, however, <br />the preliminary report found no contamination north of Co. Rd. E~2. <br /> <br />Benke believes the concerns expressed in the petition are valid, however, the site is <br />zoned for this usage and it is difficult to reject a proposal which adheres to standards. <br />Although, Council could recommend modifications to the proposal to allow for a <br />resident friendly facility.
